Strictly abide by the industry self-discipline convention! Proposal for Healthy Development of Concrete Industry in Guangzhou

On July 8, Guangzhou Concrete Industry Association issued the Proposal for the Healthy Development of Guangzhou Concrete Industry. According to

the Proposal, since the beginning of this year, the low-price competition and involution in the concrete market have become increasingly fierce, the unit price of concrete has continued to decline, the profit margin has been compressed to the limit, the recovery cycle of payment for goods has been long, the collection work has been difficult, and the pressure of enterprise operation has increased greatly, which has brought great hidden dangers to the quality of concrete, the normal operation of enterprises and the healthy development of the industry. Recently, the Central Committee on Finance and Economics clearly emphasized that "low-price and disorderly competition among enterprises should be governed in accordance with the law and regulations, and enterprises should be guided to improve product quality". In this regard, in order to gather the strength of the industry, promote the healthy development of enterprises and the whole industry, and ensure the quality of construction projects, the Association hereby issues the following proposals:

First, enterprises should strictly abide by the industry self-discipline convention, abide by the principles of honest management and fair competition, resolutely resist the involution competition such as dumping below the cost price, and create a healthy and orderly market environment.

2. Enterprises should adhere to the bottom line of quality and safety, strictly control the purchase of raw materials, strengthen the quality control of concrete, and ensure that the quality of concrete is qualified.

Third, enterprises should improve their internal risk management system, prudently study and judge operational risks, refuse to sign "overlord" clause contracts, guard against contract traps, and effectively prevent debt risks.

Fourth, enterprises should firmly establish the concept of "people first, life first", with a high sense of responsibility to do a good job in safety production, and build a strong line of defense.

People's Daily's article "Achieving High-quality Development in Eliminating Involution Competition" points out that "with the guidance of the government, the self-discipline of the industry and the action of enterprises, the comprehensive rectification of" involution "competition can be steadily promoted and achieved results". Under the correct guidance and strong support of the government and relevant departments, it is hoped that all concrete enterprises will strengthen self-discipline, overcome difficulties together, consciously resist the vicious competition of "involution", jointly create a healthy and orderly market environment, and promote the high-quality development of the industry to a new level.
