Suzhou:
It is strictly prohibited to carry out open-air operations (except for emergency rescue) when the daily maximum temperature is ≥ 35 ℃ (subject to the forecast of the meteorological department). When the
temperature is ≥ 38 ℃, all outdoor operations must be stopped. A 24-hour water supply station is set up in
each operation point or living area, equipped with sufficient salt soda, herbal tea, mung bean soup and other heat-proof drinks.
Qingdao:
If the daily maximum temperature is above 40 ℃, the work shall be stopped on that day;
if the daily maximum temperature is above 37 ℃ and below 40 ℃, the outdoor work time shall not exceed 5 hours, and the outdoor work shall be suspended from 11:00 to 16:00; If
the daily maximum temperature is above 35 degrees Celsius to below 37 degrees Celsius, the shift should be taken. Sufficient medicines and drinks for heatstroke prevention such as Huoxiang Zhengqi water and mung bean soup shall be prepared on the
construction site.

1. Strictly implement the provention and control measures
for high temperature safety 1. Fully implement the operation mode of "doing both ends and resting in the middle", and strictly prohibit open-air operations (except for emergency rescue) when the daily maximum temperature is ≥ 35 ℃ (subject to the forecast of the meteorological department). When the temperature is ≥ 38 ℃, all outdoor open-air operations must be stopped; if construction is really necessary, safeguard measures such as shading, ventilation and rotation operation shall be implemented.
2. A 24-hour water supply station is set up in each working point or living area, equipped with sufficient salt soda, herbal tea, mung bean soup and other heat-proof drinks. Huoxiang Zhengqi water, Rendan and other first-aid medicines shall be distributed every day, and the distribution records shall be kept for future reference; the Project Department shall be equipped with first-aid kits, and the first-aid contact person shall be specified.
3. The high temperature operation area shall be equipped with sunshade, spray device or ice block for cooling; the limited space operation shall be equipped with high-power exhaust fan, and the ventilation test shall be carried out once a day in the afternoon. Enclosure, outer frame, tower crane spray and fog gun are opened for ≥ 10 minutes every 2 hours, which has dual functions of dust reduction and temperature reduction.
4. Strengthen the health examination requirements of "Su'an Code" employees, and immediately transfer those who suffer from cardiovascular and cerebrovascular diseases, hypertension and other high temperature workers from their posts. The key points of heatstroke prevention must be emphasized in the pre-shift meeting. The inspectors shall check the status of the operators every day and deal with the signs of heatstroke as soon as they are found.
5. Inflammable and explosive articles (paint, oxygen cylinders, etc.) are strictly prohibited to be stored in the open air, and must be placed in a cool and ventilated place with warning signs. Welding and other open fire operations must be equipped with fire extinguishing equipment, and implement the "hot work approval" system; comprehensively investigate the aging and overload problems of electrical lines.
2. Comprehensive response to extreme weather risks
For possible extreme weather, the construction unit shall organize the construction and supervision units to strictly implement the "Four Ones" requirements:
1. First, carry out a special education around extreme weather response. Second, special personnel are responsible for the inquiry and communication of weather forecast, and timely adjust the measures to prevent strong convection. Third, consolidate the educational achievements of "Safety Production Month", encourage on-site personnel to find potential safety hazards around them, and continue to create a good atmosphere of "everyone is a safety officer, everywhere is a safety post".
2. Firstly, self-examination and self-correction should be carried out for high-risk parts such as deep foundation pits and external scaffolding, such as overturning of lifting machinery, falling objects from high places, irregular temporary power consumption and lack of edge enclosure. Second, enterprise safety management agencies should also organize inspections, while keeping a close eye on construction projects in geological hazard-prone areas such as mountains, rivers and low-lying areas, and immediately stop work and rectify hidden dangers.
3. First, for foundation pits and linear projects, it is necessary to ensure that they have the drainage capacity to meet the short-term heavy rainfall. Second, if severe convective weather causes danger, it is necessary to ensure that emergency teams and materials meet the needs of emergency rescue. Third, tower cranes, hanging baskets, unloading platforms, external scaffolding and various sheds should be reinforced in advance to ensure that they can withstand extreme winds. Fourth, suspend all outdoor high-altitude operations to ensure that relevant instructions can be quickly conveyed and implemented.
4. First, it is necessary to make good use of the transfer and risk avoidance module of the "Municipal Security Management System" in flood season. The construction unit shall take the lead in regularly arranging and updating the total number of construction personnel of the project, and communicate with the local government of the project in advance to determine the relocation sites that meet the needs, so as to effectively improve the transfer and risk avoidance efficiency of extreme weather projects. Secondly, the project departments under construction should start with the issuance of transfer instructions, simulate the whole process of the transfer plan, further clarify the division of labor, improve the details, and realize the safety and controllability of the site and the orderly transfer of personnel.
3. To strengthen on-duty and information reporting
, local housing and construction departments should timely grasp meteorological information, improve the dual early warning mechanism of risk classification control and hidden danger investigation and management, intensify investigation and punishment, urge enterprises to investigate and manage all kinds of potential safety hazards, and implement various emergency measures. Strictly implement the safety production duty system, leadership system and accident reporting system in special periods, and timely and properly handle emergencies and report them immediately.

Supervise and urge all participating units to strengthen the main responsibility of safety production, analyze and judge the weak links and prominent problems of construction safety during high temperature, timely grasp the weather forecast, do a good job of education and publicity on the construction site, implement measures to prevent heat and fatigue, and eliminate potential safety hazards on the construction site.
2. Strictly implement the regulations
on operation in high temperature weather. All housing construction projects shall strictly implement the Measures for Labor Protection in High Temperature Weather in Shandong Province, rationally adjust the operation time in high temperature weather, avoid the period of high temperature operation, properly arrange the construction schedule, and shall not blindly rush the construction period and catch up with the progress. If the daily maximum temperature is above 40 ℃, the work shall be stopped on that day; if the daily maximum temperature is above 37 ℃ and below 40 ℃, the outdoor work time shall not exceed 5 hours, and the outdoor work shall be suspended from 11:00 to 16:00; When the daily maximum temperature is above 35 to below 37 degrees Celsius, the continuous working time shall be shortened by means of shift change and rest, and no outdoor workers shall be arranged to work overtime.
3. Strengthen the management and control
of key links on the construction site. First, strictly implement the responsibility system for fire safety. Focus on strengthening the fire safety inspection of key parts such as construction operation area, living area, inflammable and explosive goods stacking area, warehouse, power distribution equipment and prefabricated house. The hot work approval and monitoring system shall be implemented, and special operators such as electric welding and gas welding must be certified to work. Sufficient fire water source and fire extinguishing equipment shall be provided to ensure that the fire passage is unblocked at all times. The second is to strengthen the management of high-altitude operations. It is necessary to avoid the high temperature period, wear the five-point safety belt, set up a guardian, and replace the operator immediately if he is found to be unfit. Third, strengthen the management of temporary electricity consumption. Line safety inspection should be strengthened to prevent high temperature aging of the line. It is necessary to rationally distribute the electricity load to prevent fires caused by excessive electricity consumption and excessive power loads such as wires and transformers. Safe voltage below 36 V shall be used in the dormitory, and high-power electrical appliances are strictly prohibited. Fourth, strengthen the management of limited space operations. The procedure of "first ventilation, then detection, then operation" must be strictly implemented, and necessary protective equipment must be provided.
4. Actively improve the working and living environment
. Each housing construction project shall be combined with the actual situation of the project and ensure that the living security measures such as dormitories, canteens, toilets and showers meet the use requirements in accordance with the requirements of the Civilized Construction Atlas of Qingdao Housing Construction Project. Sufficient medicines and drinks for heatstroke prevention such as Huoxiang Zhengqi water and mung bean soup shall be prepared on the construction site. Dormitories and office buildings should be well ventilated and equipped with cooling facilities and equipment if conditions permit. It is necessary to strengthen the management of food safety at construction sites in hot weather, strictly control food procurement, cooking, and sample retention, and strictly prevent the occurrence of food poisoning.
5. To deal with
emergencies, all housing construction projects should make full use of the opportunities of three-level education, morning meeting and safety disclosure, increase the education and training of workers on safety operation in high temperature weather, and carry out in-depth publicity and education on first aid knowledge such as heatstroke prevention, heatstroke, food poisoning and fire safety. It is necessary to correctly guide workers to relieve heat scientifically, strictly implement medical rescue measures for heatstroke patients, and ensure the health and safety of workers. Rescue drills should be organized in a timely manner to continuously improve the ability and level of emergency response to all kinds of emergencies.
