On July 7, the Party Committee of SASASAC of the State Council and the Party Group of the All-China Federation of Industry and Commerce jointly held a theme event and industry initiative conference on high-quality Party building leading the high-quality development of the construction industry in Beijing. Thirty-three construction central enterprises, local state-owned enterprises and grass-roots Party organizations of private enterprises jointly issued a proposal to call on Party organizations and Party members in the construction industry to take the lead in creating a clean and healthy industry environment.
The Proposal proposes that Party organizations and Party members in construction enterprises should consciously resist industry chaos and protect industry civilization. We should strengthen political guidance, adhere to the direction of high-quality development, focus on the main business, continue to enhance core competitiveness, operate in accordance with the law, stick to the bottom line and not cross the red line, adhere to fair competition, jointly maintain market order, promote new healthy trends, and create a good environment for development.
At present, influenced by multiple factors at home and abroad, China's construction industry is facing new situations and tasks of intensified market competition and accelerated transformation and upgrading of the industry. How to promote the transformation of the industry, abandon the "involution" competition, embark on the track of high-quality development and achieve sustainable and healthy development requires government departments, industry organizations and enterprises to work together.
As the leader of the industry development, state-owned construction enterprises, especially the central construction enterprises, have the responsibility and obligation to lead the industry to rectify the industry chaos, take the lead in orderly participation in market competition, and achieve high-quality development of the construction industry. Actively serving the national strategy, accelerating transformation and upgrading through scientific and technological innovation, pursuing intrinsic value and long-term value, not piecing together scale, blind expansion, excessive debt, and not setting up a "shell structure" to waste resources. Operating
in accordance with the law and regulations, sticking to the bottom line and not crossing the red line. Firmly resist illegal subcontracting, illegal subcontracting, disguised affiliation, false bidding, bid-rigging, arbitrage funds and other industry chaos, do not cross the moral bottom line, do not step on the legal red line.
