Cement industry is a key industry of air pollution, and the cost of environmental protection management of enterprises is huge, so striving for government subsidies can effectively reduce the financial pressure of enterprises. In recent years, cement enterprises have vigorously promoted environmental protection transformation, especially in denitrification treatment, many enterprises have achieved ultra-low emissions, and successfully received subsidies for air pollution prevention and control funds. new batch of funds for air pollutant prevention and control is coming, and cement enterprises are rushing into action.

The financial departments (bureaus) of the relevant provinces, autonomous regions, and municipalities directly under the Central Government, and the financial bureaus of the Sinkiang Production and Construction Corps:
In order to support the prevention and control of air pollution and promote the improvement of air quality, this circular is hereby issued to your province (autonomous region, municipality directly under the Central Government, Sinkiang Production and Construction Corps). Hereinafter referred to as the province) 2025 air pollution prevention and control funds, used to support the development of pollution reduction and carbon reduction and other related work, and the relevant matters are notified as follows:
I. The amount of provincial arrangements is shown in Annex 1, and the project expenditure is listed in the 2025 government revenue and expenditure classification subject "211 Energy Conservation and Environmental Protection Expenditure". Project code: 10000014Z145060020001.
II. Each province shall, in accordance with the Notice of the Ministry of Finance on Revising the Measures for the Management of Funds for the Prevention and Control of Air Pollution (Cai Zi Huan [2022] No.106) and other provisions, strengthen the management of funds, earmark funds for special purposes, and effectively improve the efficiency of the use of funds. According to the principle of "funds follow projects", we should do a good job in project reserve, form effective investment as soon as possible, and avoid "funds and other projects". Projects that have received financial support from the central government through other channels such as investment in capital construction shall not be included in the scope of financial support for prevention and control.
3. In order to further strengthen budget performance management, please organize performance operation monitoring and performance evaluation in accordance with the requirements of the Opinions of the Central Committee of the Communist Party of China and the State Council on the Comprehensive Implementation of Budget Performance Management. At the same time, the performance objectives of your province should be broken down in time, and the performance objectives should be copied to the relevant supervision bureaus of the Ministry of Finance at the same time. When the central government allocates funds, appropriate deductions have been made to transfer payments according to the project reserves, performance evaluation results, budget implementation rate and fund decomposition. When allocating funds, your province should strengthen the application of performance evaluation results, highlight rewards and penalties, and effectively improve the efficiency of financial funds.
4. This fund is included in the scope of normal supervision of the implementation of the transfer payment budget. Local financial departments at all levels should receive the login budget indicators in time in the integrated budget management system, keep the "tracking" mark unchanged, rely on the transfer payment monitoring module of the integrated budget management system, strengthen daily supervision, and implement the transfer payment monitoring module. Improve the standardization and effectiveness of the management and use of transfer payment funds.
