Suspected of monopoly! Jiangsu Suqian Commercial Concrete Industry Association and an Enterprise Fined

On October 28, Jiangsu Provincial Market Supervision and Administration issued two administrative penalty notices, which were punished by Suqian Commodity Concrete Industry Association and Jiangsu Huaxiang Concrete Co., Ltd.

Investigation: On May 5, 2019, Suqian Commercial Concrete Industry Association and its member units discussed the price adjustment of concrete and drafted the Notice on Price Adjustment of Concrete in Urban Areas. The main content of the

notice is: Recently, the sources of raw materials for concrete production in urban areas have been in short supply, and the prices have gone up, especially the price of stone has gone up by 15 yuan per ton, the price of river sand has gone up by 50 yuan per ton, the price of cement has gone up by 30 yuan per ton, and the price of fly ash has gone up by 40 yuan per ton. In order to adapt to the change of the market price, the member units jointly decided to make necessary adjustments to the market price of concrete: from May 6, 2019, the price of C30 ordinary concrete in the urban area will be increased by 35 yuan per cubic meter on the basis of the original selling price; the price of other grades of concrete will be adjusted accordingly. It is hoped that after receiving this notice, all member units will dock with users as soon as possible, do a good job in explaining, and realize the price adjustment in place. On May 5, Suqian Commercial Concrete Industry Association sent the notice to the Wechat Group of Concrete Enterprise Members. If the concrete enterprise members agree to the price adjustment, they will go to Suqian Commercial Concrete Industry Association on May 6 to stamp the price adjustment notice for confirmation. On May 6, the party concerned stamped the official seal on the price adjustment notice. After investigation, the parties did not implement the monopoly agreement reached.

Finally, Suqian Commodity Concrete Industry Association and Jiangsu Huaxiang Concrete Co., Ltd. were fined 50000 yuan by Jiangsu Provincial Market Supervision and Administration for suspected violation of the Anti-monopoly Law, totaling 100000 yuan.
