In the aspect of

energy consumption reduction. Jinchuan Group still has 275 motors, 2 transformers and 18 fans that have not been eliminated and withdrawn; Jinchang Cement Co., Ltd. still has 197 motors and 5 transformers that have not been eliminated and withdrawn. Jinchuan Group Copper Co., Ltd. failed to purchase the corresponding green certificates in full as promised after the first phase of the 400000 tons/year intelligent copper electrolysis project was completed and put into operation. Nickel Salt Co., Ltd. has completed the 100000 tons/year nickel sulfate solution upgrading project for power batteries, and has not yet completed the energy-saving acceptance.

Air pollution prevention and control. Only three of the nine ultra-low emission renovation projects of Jinchang Cement Co., Ltd. Twenty thousand tons of powdery high magnesium-nickel concentrates were piled up in the open air in the coal yard of the former No.2 heating workshop, and the dust deposited on the ground of the yard area was thick, which caused dust pollution during loading, unloading and transportation. The proportion of coal railway transportation in Jinchuan Group is insufficient, and the transport capacity of special railway lines is not fully released. The process of new energy vehicles is lagging behind, and there is a lack of effective measures to promote the green transformation of transport structure. The enterprise access control system does not carry out effective supervision of transport vehicles.

Industrial wastewater treatment. The second round of provincial supervision and rectification requires that the project of zero discharge of heavy metal and high salt wastewater should be completed in 2024. At present, the main plant is under construction, and only part of the treatment facilities have been installed. Some wastewater containing heavy metals is comprehensively utilized after advanced treatment, but it is not discharged in accordance with the discharge direction specified in the discharge permit. The rainwater and sewage diversion in the second plant area of Jinchuan Group is not perfect, and the initial rainwater collection capacity is not enough.

Solid waste management. In 2024, Jinchuan Group produced about 16.09 million tons of solid waste, with a comprehensive utilization rate of only 7.4%, including 2.65 million tons of smelting slag and 35000 tons of comprehensive utilization. The types of hazardous wastes declared by Nickel Alloy Co., Ltd. are incomplete, and no measures for hazardous waste reduction have been formulated. Jinni Dry Acetylene Co., Ltd. failed to implement the declaration of hazardous wastes as required. The monitoring system of Internet of Things for hazardous waste environmental management of Jinni Company has not yet been established, and the utilization rate of Internet of Things terminals of Nickel Salt Co., Ltd. is low. Some hazardous waste storage sites of Nickel Capital Mining Industry Co., Ltd. and Engineering Construction Co., Ltd. are not completely closed, the ground is damaged, there is no partition quarantine, and there is no partition storage. At the end of the

report, the Jinchang Municipal Party Committee and the Municipal Government are requested to study and formulate a rectification plan according to the supervision report and the clues handed over to investigate the responsibility for ecological environmental damage, submit it to the Provincial Party Committee and the Provincial Government within 30 working days, copy it to the Gansu Provincial Office of Ecological Environmental Protection Supervision, and report the progress of rectification within 6 months.
