According to the results of the joint consultation between Hebei Eco-environmental Emergency and Heavy Pollution Weather Warning Center and China Environmental Monitoring Station, it is expected that from October 27, the eastern and south-central parts of Hebei Province will be dominated by southerly winds, with rising temperatures and continuous accumulation of pollution, and there will be wind field convergence and unfavorable diffusion conditions in some periods. Urban air quality may be moderately or above polluted. In order to alleviate the impact of heavy polluted weather on public health, Shijiazhuang City, Tangshan City, Cangzhou City, Hengshui City, Baoding City, Xingtai City, Langfang City and Handan City of Hebei Province issued orange warning of heavy polluted weather in accordance with the "Letter on the Response to Recent Pollution Process" issued by the Office of
Hebei Eco-environmental Protection Committee. 00 on October 27, the level II emergency response to heavy pollution weather will be launched, and the lifting time will be notified separately.
It is reported that during the period of heavy pollution weather, various regions have taken control measures for industrial enterprises, taking Cangzhou, Hebei as an example:
First, the control measures
for industrial enterprises strictly implement the emission reduction measures in accordance with the orange warning control requirements in the emergency emission reduction list of heavy pollution weather in Cangzhou.
2. In addition to
urban operation guarantee vehicles and special vehicles for carrying out tasks, heavy and medium-sized diesel and gas trucks, tricycles, low-speed trucks and tractors are prohibited from passing through the built-up areas of central urban areas and counties (cities) according to law.
In other regions, materials and products of steel, coking, cement clinker, ready-mixed concrete, ready-mixed mortar, asphalt concrete and other industries are transported by pure electric, fuel cell heavy-duty trucks or heavy-duty trucks (including gas) of the Sixth National Emission Standard (special vehicles). Except for dangerous chemicals vehicles, other units involved in the transportation of raw materials and products are prohibited from using heavy-duty trucks (including gas) with emission standards of the Fourth National Standard and below for transportation (except special vehicles and dangerous chemicals vehicles). The key construction sites, enterprises, logistics parks, railway freight yards and other units in the core area of
the central city all use non-road mobile machinery with the Fourth National Emission Standard and new energy. In other areas, construction sites, factories of industrial enterprises and industrial parks should stop using non-road mobile machinery (except emergency maintenance machinery) with national emission standards of II or below.
3. Non-point source control measures
to strengthen construction site and traffic dust control. Sand and gravel factories, stone factories, slate factories, etc. shall stop open-air operations in accordance with the law (enterprises participating in the performance rating shall implement the performance rating measures);
except for emergency rescue, in principle, earthwork operations, building demolition, spraying and painting, slope protection and shotcreting operations are prohibited in accordance with the law at the construction site; Vehicles transporting coal, muck, sand and gravel that are
not equipped with sealing devices and are prone to scattering are prohibited from going on the road according to law;
pavement operations of linear engineering are prohibited;
on the basis of routine operations, the frequency of mechanical sweeping, wet sweeping and cleaning operations of urban main and secondary roads and sections prone to dust is appropriately increased. Fireworks and open burning
are prohibited.
4. Safeguard measures
should be carefully organized and implemented by counties (cities, districts) and relevant departments, strengthen supervision and inspection, strictly enforce law enforcement and supervision, and ensure that emergency response measures are in place. Municipal and county emergency management departments shall assist key enterprises whose production processes cannot be interrupted in safety production during emergency emission reduction, so as to ensure that no safety accidents occur in industrial enterprises. During the emergency response period, in strict accordance with the list of emergency emission reduction, classified measures, classified management and control, performance classification for A-level and leading enterprises, can independently take emergency emission reduction measures; Enterprises and projects included in the people's livelihood exemption of the Ministry of Ecology and Environment should fully guarantee normal production, ensure the effective operation of pollution prevention and control facilities, strictly implement pollution prevention and control measures, do not limit production, do not stop production, less inspection, less disturbance, encourage enterprises to reduce emissions independently, and resolutely prevent "one size fits all".
