Recently, the General Administration of Market Supervision organized the revision of the General Rules for the Implementation of Industrial Product Production Licenses and the Rules for the Implementation of 24 Product Production Licenses, such as steel bars for construction. The General Rules for the Implementation of Industrial Product Production Licenses (Draft for Opinions) and the Rules for the Implementation of 24 Product Production Licenses for Construction Steel Bars (Draft for Opinions) are now open to the public for comments.
(1) The main contents of the revision of the General Rules for the Implementation of Industrial Product Production Licenses.
One is to adjust the power of examination and approval. The examination and approval authority shall be clearly defined as the competent department of industrial product production license at the provincial level, the examination and approval process shall be simplified, and the time limit for examination and approval shall be reduced. The second is to clarify the specific requirements of the three ways of licensing examination and approval, namely, verification before certification, on-site examination after certification and notification of commitment. The third is to implement the main responsibility and quality and safety traceability requirements. The provisions of "establishing quality and safety management system, quality and safety traceability system, and effectively implementing the main responsibility of product quality and safety" have been added. Fourth, improve the requirements of inspection and testing reports. The time limit of the inspection and testing report submitted by the enterprise shall be adjusted to six months before the application, and it shall be made clear that the inspection and testing report shall not be a combination of multiple reports.
(2) The main contents of the revision of the implementation rules.
One is to merge some of the implementation rules. Two detailed rules for the implementation of satellite television broadcasting ground receiving equipment and radio and television transmitting equipment are merged into one Detailed Rules for the Implementation of Production License for Radio and Television Transmission Equipment Products. The second is to update the technical standards quoted by some products. The product standards or inspection method standards cited in the implementation rules for 18 products involving standard changes have been updated. The three is to update industrial policy requirements. We will improve the industrial policy requirements in the implementation rules for five categories of products, including steel bars, cement, wires and cables, wood-based panels and dangerous chemicals. Fourth, improve the requirements of facilities and equipment. According to the development of the industry and technological progress, the requirements of production equipment and inspection and testing equipment for some products have been increased or deleted. Fifth, optimize the inspection and testing items. Focus on product quality and safety, and optimize the inspection and testing items of some products. Sixthly, we should standardize the verification clauses and methods of the "enterprise on-the-spot verification method" in the implementation rules, and reduce the discretion of the inspectors. Seventh, the technical requirements for dishwashing detergent products without national and industrial standards have been unified. The main amendments
to the Detailed Rules for the Implementation of Cement Production License are as follows:
I. The Detailed Rules divide cement products into three product units, namely, general cement, Portland cement clinker and special cement, and 29 product specifications. It also stipulates the product standards that should be implemented by each product unit. Among them, steel slag Portland cement in the product name of general cement is changed to steel slag Portland cement, and gypsum slag cement is added. In special cement, new cement standards such as marine sulphoaluminate cement for rapid construction, low-heat Portland slag cement, rapid hardening high-iron sulphoaluminate cement, white sulphoaluminate cement, marine low-heat Portland cement and high-temperature Portland cement are added.
The second is to reduce the time limit for examination and approval. The time limit for examination and approval after verification is defined as 30 days, the time limit for examination and approval after on-site examination is defined as 5 days, and the time limit for examination and approval of notification commitment is defined as 1 day.
3. In accordance with the requirements of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment and the General Administration of Market Supervision on regulating the production capacity of the cement industry, before December 31, 2025, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment and the General Administration of Market Supervision shall carry out capacity rectification and carry out capacity replacement and improve the examination and approval procedures for filing in accordance with the procedures, and the Ministry of Industry and Information Technology, the Ministry of Industry and An application for alteration of the scope of license shall be submitted to the competent department of industrial product production license at the provincial level. Where an enterprise increases its production capacity, the competent department of industrial product production license at the provincial level where it is located shall conduct on-the-spot verification and issue (renew) production license certificates if it meets the requirements of the General Rules and these Rules. If an enterprise reduces its production capacity and its production type has not changed, it does not need to conduct on-the-spot verification, and if it meets the requirements of the General Rules and these Rules, it shall issue (renew) a production license certificate.
IV. The appendix of the copy of the license is changed from the original display of the specifications and models of the kiln and the specifications and models of the mill to the daily production capacity of the kiln and the annual production capacity of cement approved by the government, as shown in the following figure:
