On July 1, Sichuan Cement Association issued the Notice on Effectively Performing Peak-Staggering Production in July 2025, requiring the implementation of peak-staggering tasks as follows:
1. In July 2025, the number of peak-staggering shutdown days for each clinker production line is 15 days. From January to June 2025, enterprises with some days in arrears are required to make up before the end of July. Enterprises are encouraged to stop as far as possible when carrying out the monthly off-peak production tasks.
2. The peak-staggered production tasks of enterprises in Liangshan Prefecture shall be studied and implemented by the Liangshan Cement Industry Association itself, and the plan shall be submitted to the Provincial Cement Association for the record. Enterprises are required to actively respond to heavy pollution weather, encourage early peak staggering and multiple peak staggering, and actively contribute to the industry and society.

4. The results of peak-shifting production tasks are monthly and quarterly. Check and settle monthly according to the online monitoring data of the competent department of ecological environment. The overfulfilled task of the current month can be used to offset the plan of the next month, and the delayed plan of the current month must be made up in the next month. Carry out one-time liquidation of the off-peak production of the quarter every quarter, and the completion of the off-peak production task can span months but not seasons.
