2019, a major transportation safety accident occurred underground in Yinman Mining Co., Ltd., West Ujimqin Banner, Inner Mongolia Autonomous Region (hereinafter referred to as Yinman Company). The accident resulted in 22 deaths and 28 injuries. After
the "2.23" major accident, the Inner Mongolia Autonomous Region set up an accident investigation team headed by the executive vice-chairman of the government to carry out a comprehensive accident investigation. According to Zhang Yuguo, a member of the investigation team, the preliminary investigation results showed that the enterprise involved in the accident illegally purchased transport vehicles on the Internet, and the vehicles did not have the safety signs prescribed by the state, and had not been tested and inspected by the relevant agencies. It was also a serious violation for the enterprise to use the vehicles transporting ground personnel for underground transportation. At the same time, the enterprise also seriously violated the design regulations of safety facilities and used the measure ramp for underground personnel transportation . In addition, the vehicle involved in the accident was carrying no more than 30 people, but it was actually carrying 50 people at the time of the accident, which was a serious overload.
The investigation team also found that the enterprises involved in the accident transferred all the responsibility for safety production to the outsourced construction team, and violated the relevant regulations on safety supervision and management of shutdown and resumption of work. Zhang Yuguo said that the company had previously reported to the relevant departments that it would not stop production during the Spring Festival, but in fact it stopped production on January 15. On February 13, the enterprise resumed work without authorization, but did not report for safety supervision, which seriously violated the relevant regulations on safety management of shutdown and resumption of work.
Safety production is more important than Mount Tai. At present, the state and local governments are paying more and more attention to the safety production of enterprises. As far as the cement industry is concerned, since last year, although the situation of the domestic cement industry has been very good, accidents in production safety have occurred frequently, causing heavy casualties and property losses. The illegal purchase of vehicles, abuse of transport vehicles, overloading and other illegal operations exposed by the "2.23" major accident in Inner Mongolia also exist in the cement industry. How to take this tragic accident as a warning to better regulate the handling of production safety accidents in the cement industry and reduce the occurrence of accidents? The following aspects need to arouse the attention of the cement concrete line:
First, the procurement channels should be formal and legal. Cement enterprises should establish and improve the procurement channels of goods, whether it is transport vehicles or equipment parts, they need to purchase from suppliers who have passed the inspection and inspection by relevant institutions, purchase high-quality and low-cost equipment with quality as the most basic condition, and ensure that there are sources of goods to follow and methods to repair faults.
Second, special use of special equipment. Taking the "2.23" major accident as an example, the enterprise's use of vehicles transporting ground personnel for underground transportation is a manifestation of serious violations. In the future production process of cement enterprises, special equipment should be used specially, and equipment or vehicles must not be abused, misused or mixed.
Third, put an end to all overloading phenomena. According to statistics, more than 80% of the road traffic accidents of heavy trucks are caused by overloading. Overloaded vehicles are in overload operation for a long time, which will lead to low safety performance of vehicle braking and operation, tire burst, brake failure and other phenomena, which will easily lead to traffic accidents. Cement enterprises should strictly avoid overloading and speeding in mine material transportation and cement transportation, and enterprises should increase the punishment for overloading and speeding individuals. At the same time, the provincial, municipal and regional governments should strengthen the supervision and punishment measures for overloading in the cement industry, and never tolerate illegal enterprises.
Fourth, strengthen safety monitoring during the suspension of production and resumption of work. With the increasingly stringent environmental protection policies such as environmental protection supervision, blue sky defense war and the comprehensive deepening of peak staggering production, the increase of regular shutdown frequency of cement enterprises will cause certain losses to production line equipment, so cement enterprises should pay attention to equipment maintenance and inspection during shutdown period, and strengthen safety monitoring during resumption period. Reduce the probability of safety accidents.
