On July 1, China Coal issued a tender announcement for the general contracting of the 1,500MW photovoltaic sand control project (Phase I, 1,000MW) in Yutian County.
The tender announcement shows that the tender is a 1,000MW photovoltaic power generation project (excluding 220kV step-up gathering station and outgoing line) , with a total capacity of 1,128.2872 MW on the DC side. AC rated capacity 1,000 MW.
The project is located 52 kilometers southeast of Yutian County, Hotan Prefecture, Xinjiang Uygur Autonomous Region. It is adjacent to Mohe Expressway in the south and 315 National Highway in the north. The total installed capacity of the project is 1,500 MW photovoltaic, which is put on record at the same time and implemented in two batches. The total area of the project is about 47,000 mu. The first phase of the project covers an area of about 30000 mu, and the second phase is about 17000 mu.
The first phase of the project is implemented according to the principle of phased and regional construction, which is divided into four areas, and the construction scale of each area in each phase is about 250 MW (AC side capacity) . Each stage area can independently complete the design, equipment procurement, construction and grid connection acceptance.
It is reported that, The construction scale of the first phase of the project includes 1,000 MW photovoltaic power plant ( the first phase of photovoltaic power plant is installed with 1,819. 818 620Wp double-sided components ), a new 220kV step-up gathering station, a 100MW/200MWh energy storage system and a single-circuit 220kV transmission line are configured according to 10%/2h. It is sent to the 220kV side of Minfeng New 750kV Substation, the conductor is LGJ-4 × 400, and the outgoing line is about 35km long. The construction scale of
Phase II includes a 500 MW photovoltaic power plant, a new 220 kV booster station, a 50 MW/100M Wh energy storage system configured according to 10%/2h, and a single-circuit transmission line connected to the new booster station of Phase I (Phase II is not connected temporarily, during the construction of Phase I of the project. The Administrative Office of Hotan Prefecture is responsible for coordinating the approval of Phase II access by the State Grid Corporation).
The qualification requirements of the bidder are as follows:
Qualification requirements 1 : The bidder must be legally registered within the territory of the People's Republic of China with independent legal personality (business license is provided);
Qualification requirement 2 : The bidder must have the following qualifications at the same time: Grade A (inclusive) or above qualification for engineering design in the power industry, Grade A comprehensive qualification for engineering survey, Grade A (inclusive) or above qualification for general contracting of construction in the power industry, and Grade IV (inclusive) or above qualification for installation, repair and test of power facilities.
Qualification requirement 3 : The bidder must have a valid work safety license; if the bid is submitted in the form of a consortium, the member of the consortium responsible for the construction must have a valid work safety license.
Qualification requirement 4 : from January 1, 2020 to the deadline for bidding (subject to the date of contract signing, excluding the deadline). Must have at least 2 completed "centralized" photovoltaic (excluding distributed and household photovoltaic projects) power generation projects of more than 200 MW (including) EPC general contracting performance .
Qualification Requirement 5 : Project Principal (Project Manager) : The proposed EPC Project Principal (Project Manager) must have the qualification of Class I Registered Constructor (M & E). Certificate of safety production assessment (B certificate) (provide the scanned copy of the certificate), and provide the social insurance payment certificate of the bidder for at least one year (provide the social insurance payment certificate of one month before the deadline for bidding), and do not hold the post of project leader (project manager) of other projects under construction during the implementation stage of the project, the letter of commitment must be provided; The
person in charge of the project is from January 1, 2020 to the deadline for bidding (subject to the date of contract signing). Performance of the person in charge (project manager) of the completed EPC general contracting project of at least one "centralized" photovoltaic (excluding distributed and household photovoltaic projects) power generation project with a capacity of more than 100MW (inclusive). Principal of
design: the proposed principal of design must have the practicing certificate of registered electrical engineer or Class I registered structural engineer or registered civil engineer or registered utility engineer; From January 1, 2020 to the deadline for bidding (subject to the date of contract signing, excluding the deadline), the person in charge of
design shall have at least one working experience as the person in charge of design for photovoltaic power generation projects with a capacity of more than 100MW (inclusive).
The project leader and the design leader cannot be the same person. Person in charge of
construction: The proposed person in charge of construction must have the qualification of registered constructor (electromechanical) at or above the second level, have the certificate of safety production assessment (Class B), have the completed performance of a photovoltaic power generation project with a capacity of more than 100MW (inclusive), and must provide certification materials. If he does not act as the project manager of other projects under construction or the person in charge of the construction project, he shall provide a letter of commitment. From January 1, 2020 to the deadline for bidding (subject to the date of contract signing, excluding the deadline), the person in charge of
construction shall have at least one working experience as the person in charge of construction of photovoltaic power generation projects with a capacity of more than 100MW (inclusive). Consortium bidding is allowed for
this project, and consortium agreement shall be provided for consortium bidding, and the number of consortium members shall not exceed 2. The bid
