2025, the "Zhejiang Cement Enterprise Ultra-low Emission Technology Training" conference jointly organized by Zhejiang Ecological Environment Department, Zhejiang Low Carbon Development Center and Zhejiang Cement Association was successfully held in Hangzhou. Shu Junlong, a second-level researcher of the Atmospheric Department of the Department of Ecology and Environment of Zhejiang Province, and Yao Hairong, Vice President and Secretary-General of Zhejiang Cement Association, attended the meeting. More than 200 people participated in the training, including representatives of ecological environment bureaus of districts and cities, ecological environment sub-bureaus of relevant counties (cities and districts), relevant cement groups, production enterprises of cement clinker and grinding stations, and some technical units. Yang Wenmin, director of the provincial low carbon center, attended and presided over the meeting. At the beginning of the
meeting, Shu Junlong, a researcher, made an opening speech. From the perspective of national strategy and industry development, he elaborated on the significance of ultra-low emission transformation in cement industry. He pointed out that the cement industry, as one of the industries with high energy consumption and high emissions, is facing severe environmental pressure. Ultra-low emission transformation is not only the requirement of national policy, but also the inevitable choice of green transformation of the industry. Shu Junlong, a researcher, put forward three requirements for the ultra-low emission transformation of cement enterprises: First, build consensus, grasp the strategic significance of ultra-low transformation with a higher position, and require each cement clinker enterprise to reverse the completion time of ultra-low transformation, reflecting Zhejiang's responsibility of "walking in the forefront". The second is to affirm the achievements, face up to the problems, enhance the sense of urgency and responsibility, require enterprises to carry out engineering transformation as soon as possible in accordance with the national policy documents, and accelerate the evaluation and monitoring work. Thirdly, we should make concerted efforts and precise efforts to ensure the landing of tasks with stronger responsibilities. We should formulate schedules for cement clinker and grinding enterprises respectively, requiring enterprises to achieve "true leadership attention", "true capital investment", "true project implementation" and "true effect emission reduction".
At the meeting, Minister Ni Wuzhong of Zhejiang Eco-environmental Low Carbon Development Center interpreted the relevant policies of ultra-low emission in cement industry in detail, focusing on the core contents of "Opinions on Promoting Ultra-low Emission in Cement Industry" and "Technical Guidelines for Assessment and Monitoring of Ultra-low Emission in Cement Enterprises". He also analyzed the differences between Zhejiang Province and the national policies, and put forward specific suggestions on how to do a good job of policy transition, providing clear operational guidelines for cement enterprises. Zhejiang Cement Association, explained in detail the specific requirements of ultra-low emission in Zhejiang cement industry to the participants, and emphasized the key links that enterprises should pay attention to in the implementation process. Wang Cheng, Vice Minister of
Zhejiang Eco-environmental Low Carbon Development Center, conducted a special training on the technical points of cement ultra-low emission assessment and monitoring to help participating enterprises better understand and master the technical standards and operation procedures of assessment and monitoring.
The meeting provided important policy guidance and technical support for the ultra-low emission transformation of cement industry in Zhejiang Province, and further clarified the direction and path of green transformation of the industry. Taking this training as an opportunity, we will accelerate the transformation of ultra-low emissions and contribute to the continuous improvement of the ecological environment quality in Zhejiang Province and the realization of the goal of carbon neutralization.
