    Thirdly, we will continue to expand the coverage of the national carbon market, incorporate the emission industries with long supply chains and intensive small and medium-sized enterprises, such as glass and textiles, into the national carbon emission trading market, scientifically allocate carbon emission quotas, constantly enrich the trading subjects, trading varieties and trading methods, and promote the development of the national carbon emission trading market. Enterprises are encouraged to give full play to their technological advantages and implement carbon sequestration projects such as CCUS, so as to build a carbon trading pattern of co-construction, sharing and sharing.

    It is suggested that the National Development and Reform Commission and the National Energy Administration should incorporate Guazhou County into the national wind and solar power base construction plan, coordinate and solve the problem of new energy power transmission channels, and incorporate Guazhou and its surrounding new energy-rich areas into the construction plan of large wind and solar power bases in Badain Jaran Desert and Kumtag Desert, so as to speed up the process of new energy development; Speed up the research on the transmission channel of Kumtag Desert Base, and determine the construction scheme of power supply and pumped storage.

Secondly, there are obvious "short boards" of safety knowledge in the curriculum system of vocational colleges, and the standards and levels of safety training in enterprises are uneven, which leads to a large number of young employees with insufficient technical ability and lack of safety knowledge entering their jobs, which has become a potential hidden danger in the work of safety production in enterprises.

    It is suggested that in terms of vocational skills, enterprises should strengthen the main responsibility of training, the government should supervise the extraction of funds and the establishment of institutions in accordance with regulations, small enterprises should use social resources, conditional enterprises should improve the research mechanism, update the content, guarantee the annual re-education time of employees, and carry out exchange and competition activities; Education authorities should promote the cooperation between vocational schools and enterprises, pilot the "modern apprenticeship system", and vocational schools should flexibly set up courses, combine online and offline, and meet the needs of enterprises. The government and industry associations should establish screening mechanisms and online training platforms, open courses free of charge, encourage vocational schools and institutions to upload resources, and improve the convenience of training. In view of the glass fiber industry, it is suggested that vocational schools should develop glass fiber manufacturing technology courses, integrate enterprise production and quality control, incorporate automatic control, fitter and other general types of work, and realize the precise docking between schools and enterprises.
