2024, the law enforcement officers of Changdu Ecological Environment Bureau of Xizang carried out a daily off-site inspection of the online monitoring data of a cement plant in Changdu, Xizang, through the "Changdu Intelligent Ecological Unified Platform", and found that the total annual emission of nitrogen oxides from the cement production line of the company in 2024 had produced 566.3 tons, which was the highest. It has exceeded the total annual permitted emission of 492.3 tons of nitrogen oxides specified in the enterprise's emission permit by the "National Emission Permit Management Information Platform".
Law enforcement officers went to the scene to verify that the company's online monitoring data found that as of December 5, the actual total annual emission of nitrogen oxides was 616 tons, which was inconsistent with the data collected by our Bureau's regulatory platform. Further verification found that due to the instability of the online monitoring transmission data system, some monitoring data could not be uploaded to the platform of our Bureau in time, resulting in data deviation. The missing data included monitoring data from March 16 to 25, May 4 to 8, November 2 and November 9, 2024, and the missing data had been reported to the supervision platform of our Bureau in time. Finally, the total annual emission of nitrogen oxides of the company is 616 tons. The above-mentioned actions of the
company violated the provisions of Article 17 of the Regulations on the Administration of Pollutant Discharge Permits, and the Municipal Bureau of Ecology and Environment issued the Decision on Ordering the Suspension of Production and Regulation (No.2024) to the company according to law to implement the suspension of production and regulation, which lasted from December 7 to December 31, 2024. At the same time, the Decision on Administrative Penalty (Changhuan Penalty [2024] No.40) was issued to impose an administrative penalty of 270900 yuan (two hundred and seventy thousand and nine hundred yuan).
