press conference, Xiang Lei reported that the air quality situation in the whole province was better from January to September this year, and all the main indicators maintained a year-on-year improvement, with many indicators reaching the best or better level in recent years. In terms of the average concentration
of PM2.5, from January to September, the province was 31.1 micrograms/cubic meters, the best level since the monitoring record, down 6% from the same period last year, and the improvement rate ranked 13th in the country. Among the 16 cities, except for a small fluctuation in Huangshan City (1%), the remaining 15 cities improved year on year, with the improvement in northern Anhui leading the province, with Suzhou (13.4%), Bozhou (11.9%), Huaibei (9.5%) and Fuyang (8%) ranking among the top four cities in the province. The ratio of
good days was also outstanding, reaching 83.6% in the province from January to September, the best level in the past three years, up 3.6 percentage points from the same period last year, and the improvement rate ranked ninth in the country. Among the 16 cities, only Anqing fluctuated slightly (0.1 percentage points), while the remaining 15 cities improved, with Fuyang (7.3 percentage points), Chuzhou (6.5 percentage points), Wuhu (6.5 percentage points), Hefei (5.1 percentage points) and Lu'an (5.1 percentage points) in the top five.
Heavy pollution days decreased significantly, from January to September, 16 cities in the province had 15 days, excluding the impact of dust weather for 5 days, only 10 days were included in the assessment caliber, a decrease of 6 days compared with the same period last year. Bozhou, Fuyang, Lu'an and Anqing each have two days, Huaibei and Chizhou each have one day.
Xiang Lei said that compared with the national "14th Five-Year Plan" air quality improvement target, the two core indicators of PM2.5 concentration and the ratio of good days in our province are expected to be completed. But he also stressed that autumn and winter are the most unfavorable meteorological conditions and the most concentrated period of heavy pollution weather. The existing improvement results may be exhausted due to the heavy pollution process. In order to ensure the end of the 14th Five-Year Plan, the task of tackling key problems in autumn and winter is still arduous.
The next step is to focus on four key tasks: First, make every effort to deal with heavy pollution weather, achieve "early action" by revising the emergency emission reduction list, strengthen joint consultation to improve the accuracy of forecasting to achieve "early warning", deploy enterprises to reduce emissions in advance and strengthen supervision to achieve "early response", and put an end to "one size fits all". The second is to sprint key projects at full speed, basically complete the transformation of ultra-low emissions in the iron and steel industry by the end of the year, promote the transformation of cement and coking industries, eliminate operating vehicles below the third national level, and complete the transformation of ultra-clean thermal power and other tasks as planned. Thirdly, we should crack down on illegal activities involving gas, rely on technical means such as navigation monitoring, keep a close eye on key clues, enhance the ability of off-site supervision, and crack down on data fraud. Fourthly, we should do a good job in banning straw burning and controlling fireworks and firecrackers, strengthen the publicity and utilization of straw during the autumn harvest period, and supervise the transportation, sale and discharge of fireworks and firecrackers in the whole chain.
