On October 22, Inner Mongolia announced that the Office of Industry and Information Technology issued the Notice on Normalized Peak Staggering Production of Cement in 2025-2026. Implementing responsibilities, resolutely resisting the vicious competition of "involution", strengthening the integrity and self-discipline of the whole industry, maintaining the dynamic balance between supply and demand, reducing air pollution during heating period, being the advocate of peak staggering production and the pioneer of energy saving and emission reduction, jointly building and maintaining a healthy and orderly industry ecology, and promoting the green, low-carbon and high-quality development of the cement industry. 3. Peak-staggering rules

(1) Carbide slag clinker production line. Carbide slag cement clinker production enterprises (hereinafter referred to as "carbide slag enterprises") shall stop kilns by means of increasing carbide slag storage, maintenance, technical transformation or upstream and downstream linkage, and make up for the insufficient part by means of "peak staggering replacement". If carbide slag enterprises really need to participate in peak staggering production through "peak staggering replacement", they should take the initiative to communicate and coordinate with local non-carbide slag cement clinker production enterprises (hereinafter referred to as "non-carbide slag enterprises") and sign replacement agreements before 0:00 on October 20. In accordance with the Approval of the Economic and Information Commission of Inner Mongolia Autonomous Region on the Implementation Plan for Resolving the Excess Capacity of Cement and Promoting the Healthy and Sustainable Development of the Industry (Nei Jing Xin yuan Gong Zi [2016] 197), In principle, the kiln shutdown time supporting peak-shifting replacement between carbide slag enterprises and

carbide slag enterprise shall appropriately compensate the non-carbide slag enterprise for the increased kiln shutdown time during the non-peak period according to the variable cost price of the non-carbide slag enterprise, and the compensation standard shall be calculated according to the average variable cost of the non-carbide slag enterprise from April to September of the year. Compensation amount = [weighted average selling price of carbide slag clinker (excluding tax)-average variable cost price of adjacent non-carbide slag enterprises from April to September of the current year] × actual output × replacement days. The industry and information departments of the

relevant leagues and cities should arrange the deployment in advance, reverse the time nodes, and guide and urge the carbide slag enterprises to take the initiative to negotiate face to face with the non-carbide slag enterprises by organizing the special promotion meetings between the carbide slag enterprises and the non-carbide slag enterprises, so as to ensure that the replacement agreement is signed on time. For carbide slag enterprises that have not signed the replacement agreement within the time limit, the industry and information department of the League City, together with the ecological environment department, must send special personnel to supervise the site to ensure that the kiln will be shut down from 0 o'clock on November 1 and can only be operated after the replacement agreement is signed.

(2) Undertake the task of co-disposal of hazardous wastes. On the basis of ensuring the maximum temporary storage of the storage depot, the clinker production line undertaking the co-disposal of hazardous wastes shall reduce the production load to the minimum according to the inventory of hazardous wastes and the amount to be disposed of in the heating season, on the premise of meeting the task of co-disposal. After the end of the staggered peak period, the production load should continue to be reduced to offset the energy consumption and pollutant emissions generated by the minimum production load operation in the staggered peak period of the heating season.

The enterprise shall submit an application to determine the minimum production load and operation time limit, as well as the production load and operation time limit in non-heating season and non-peak period according to the disposal amount of hazardous waste in peak period, and formulate a specific plan for peak period staggering and production limitation. After the preliminary examination by the local League City Ecological Environment Bureau, it shall be submitted to the Department of Ecological Environment of the Autonomous Region for verification and confirmation in conjunction with the Department of Industry and Information Technology.

In the heating season, priority should be given to the protection of residential heating, and the peak staggering time should be supplemented at one time during the non-heating season and non-peak staggering production period. The League City shall examine and verify the relevant supporting materials such as the approval and filing of heating projects, the completion and acceptance documents, the service contract and the service qualification, and report them to the Office of Industry and Information Technology and the Office of Ecology and Environment of the Autonomous Region for the record before implementing the corresponding differentiated peak staggering rules.

(4) Rules for handling special matters. Production lines with long-term kiln shutdown and annual operation rate of less than 30% can be replaced with carbide slag enterprises, and can not participate in peak staggering replacement among non-carbide slag enterprises. If the peak-shifting replacement time provided by non-carbide slag enterprises overlaps with the peak-shifting kiln shutdown time in summer and autumn, it shall be postponed and shall not be offset. Kiln shutdown time during non-peak period shall not be included in the peak-shifting production time in heating season. The unplanned shutdown time due to special reasons such as heavy pollution weather, overhaul and shutdown of kilns shall not offset the off-peak production time in the heating season.

4. Work requirements

(1) Clear division of responsibilities. The Municipal Bureau of Industry and Information Technology of the League is responsible for reviewing the compliance of the peak-shifting production plan and peak-shifting rules of the enterprises under its jurisdiction, and the peak-shifting replacement of carbide slag enterprises and non-carbide slag enterprises; the Bureau of Ecological Environment is responsible for reviewing the peak-shifting production of the enterprises for collaborative disposal of hazardous wastes, and guiding the connection between the peak-shifting production plan of the enterprises and the environmental protection management and control requirements of the region.

(2) Implementing hierarchical management of "red, yellow and green". Staggered peak operation time exceeds 7 days or more, fails to stop and start according to the public announcement time node, fails to sign the staggered peak replacement agreement on time and does not stop the kiln, fails to perform or partially perform the contract after signing the agreement, does not stop production itself in the upstream of non-carbide slag enterprises, and does not perform staggered peak production by adding a large amount of limestone to non-carbide slag enterprises. Cooperative disposal of hazardous waste enterprises do not produce according to the determined load, do not implement the rules and regulations, do not keep faith, do not report truthfully, and give red warning to the League cities and enterprises, give caution to the League cities and enterprises that operate for 1-6 days beyond the plan, and give green praise to the League cities and enterprises that stop production on time and sign replacement agreements. If an interview is conducted with an alliance city and an enterprise that has received a red card warning or two caution, and the kiln is still carrying out peak staggering production or has not signed a replacement agreement after the interview, the violation information shall be included in the list or blacklist of enterprises that have seriously violated the law and broken faith through the enterprise credit information publicity system (Inner Mongolia), and the enterprise legal person shall be included in the list of enterprises that have seriously broken faith. Joint punishment shall be imposed on enterprises that violate laws and regulations and their principal responsible persons. At the same time, in the list of cement clinker production lines updated and announced annually by the Office of Industry and Information Technology of the Autonomous Region in the next year, it is indicated that it is restricted to be traded as a capacity replacement index and included in the key supervision objects of the ecological environment department.

(3) Strengthen supervision and inspection. The Office of Industry and Information Technology of the Autonomous Region, together with the Department of Ecology and Environment, reports the completion of peak staggering production tasks on an annual basis, and carries out special supervision and inspection from time to time. The Municipal Bureau of Industry and Information Technology of the League should earnestly fulfill its leading responsibility, strengthen communication and coordination with the ecological environment departments, and coordinate the work of peak staggering production. Supervise and urge enterprises to stop kilns according to the prescribed time and conduct guidance, supervision and inspection, supervise enterprises to stop kilns on site before October 31, inspect the actual situation of kiln shutdown before March 31, and conduct spot checks from time to time during the period. If necessary, the power consumption of each enterprise can be monitored in real time. Establish a scheduling system for peak-staggering production (from November, each league city shall report the implementation of peak-staggering production of the previous month before the 5th day of each month until the end of the peak-staggering period). For enterprises that have not completed the task of peak staggering production, the rectification situation of the League cities will be included in the inspection, and timely "look back" will be carried out to urge them to rectify within a time limit. Eco-environmental departments should intensify the inspection of the implementation of peak-staggering production by means of on-line monitoring system for air pollution and emission permits, and investigate and punish illegal acts of excessive discharge, fraudulent monitoring data and discharge of pollutants in violation of emission permits according to law.

(4) Give full play to the role of trade associations. The Cement Association of the Autonomous Region shall closely follow up and analyze the cement market of the whole region with key enterprises, put forward peak-staggering production plans according to environmental protection, energy consumption, environmentally sensitive period, market conditions and other factors, and establish peak-staggering production account files. Strengthen communication and coordination with China Cement Association and Heilongjiang, Jilin, Liaoning, Hebei, Shanxi, Shaanxi, Ningxia and other surrounding provinces and regions, establish a cross-regional coordination and linkage mechanism, and realize the smooth operation and effective development of the industry.

(5) Strengthen publicity and guidance. At present, increasing peak staggering production is still the most effective way and the best means to promote supply-side structural reform and improve the serious contradiction of excess capacity in the industry. The League cities should earnestly sum up good experiences and good practices and publicize them, and promptly report and deal with the negative examples that are not implemented in place. It is necessary to further unblock the reporting channels, promptly disclose to the public the telephone, fax, e-mail, network, and other reporting channels, and publicly expose enterprises that do not implement the rules and regulations of the industry, do not keep their promises, and do not carry out off-peak production. The above information will be reported to the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region before April 10 each year.The kiln shutdown scheme for

each clinker production line, the peak-shifting replacement scheme and peak-shifting replacement agreement for carbide slag enterprises, and the peak-shifting production limitation scheme for collaborative disposal of hazardous wastes shall be submitted to the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region before 12:00 on October 20 after being reviewed by the Municipal Bureau of Industry and Information Technology and the Bureau of Ecological Environment of the League.
