Recently, the State Administration for Market Regulation issued the announcement of the Technical Regulations for Safety of Industrial Pipelines. (See the annex for details)

According to the provisions of the Law of the People's Republic of China on Safety of Special Equipment and in combination with the safety conditions of pressure pipelines, The General Administration of Market Supervision has integrated and revised the safety technical specifications of Pressure Pipeline Safety Technical Supervision Regulation-Industrial Pipeline (TSG D0001-2009) and Pressure Pipeline Periodic Inspection Regulation-Industrial Pipeline (TSG D7005-2018) to form the Safety Technical Regulations for Industrial Pipeline (TSG 31-2025). The Regulations (hereinafter referred to as the Regulations) are hereby approved and promulgated, and shall come into force as of January 1, 2026. The relevant matters are hereby announced as follows. The process pipelines and airport oil supply pipelines in the oil transmission and gas transmission stations of the long-distance pipeline system that have been put into operation before the implementation of the

regulations shall be used and managed in accordance with the regulations. After December 31 , 2026, pipelines that have not been registered for use shall not be used. If the manufacturer of pressure piping components and safety accessories has the corresponding qualification and has passed the manufacturing supervision and inspection, but the technical data is missing , the user shall go to the manufacturer to complete the data. If the manufacturer has the corresponding qualification, but cannot complete the required data , the user can provide the physical and chemical inspection, 100% radiographic or ultrasonic testing of pipeline butt joints, and pressure test qualification report during the pipeline installation process, instead of the manufacturer's technical data. If the user is unable to provide the above three reports, it may entrust the relevant technical institutions to carry out the corresponding physical and chemical inspection, non-destructive testing, pressure test, and complete the relevant technical data. From January to September 2025, the sales volume of cement in Indonesia decreased by 2.4% year-on-year, from 46.789 million tons in the same period of 2024 to 45.668 million tons. Demand in Sumatra and other places increased, while demand in Java, Sulawesi and Kalimantan decreased. The output was 46.546 million tons, representing a year-on-year decrease of 5.9%; the output of clinker was 42.319 million tons, representing a year-on-year increase of 0.9%. On the export side, 879,000 tons of cement were exported, up 11.5% year on year, and 9.413 million tons of clinker were exported, up 20.3% year on year. Indonesia is expected to maintain its position as the world's largest clinker exporter this year, with cement exports ranking 18th in the world.
