2025 is the key node for ultra-low emission transformation and energy efficiency compliance in the cement industry. With the promotion of the national "double carbon" goal and the deepening of the battle against pollution, the cement industry, as a typical area of high energy consumption and high emissions, urgently needs to speed up the green low-carbon transformation.
According to the Special Action Plan for Energy Conservation and Carbon Reduction in Cement Industry issued by the National Development and Reform Commission and other five departments, by the end of 2025, the national cement clinker production capacity should be controlled at about 1.8 billion tons, and the proportion of production capacity above the benchmark level of energy efficiency should reach 30%. The production capacity below the benchmark level needs to complete technological transformation or be eliminated and withdrawn, and the comprehensive energy consumption per unit product will be reduced by 3.7% compared with 2020.
At the same time, the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry clearly promotes the implementation of ultra-low emission transformation in cement clinker production enterprises (excluding mines) and independent grinding stations (including cement enterprises producing special cement and co-disposing solid waste). By the end of 2025, significant progress will be made in key regions, striving to complete the transformation of 50% of cement clinker production capacity, and large state-owned enterprise groups in the region will basically complete the transformation of organized and unorganized ultra-low emissions. Some provinces
in China have further refined their targets, requiring all cement clinker lines to complete ultra-low emission transformation by the end of 2025.
2025 is the decisive year for the transformation of the cement industry. Enterprises need to take policy as the key link, take technological innovation as the driving force, formulate the transformation path according to their own reality, and break through the bottleneck of capital and technology with the help of policy dividends. Only in this way can we seize the opportunity in the closing battle and lay a solid foundation for the sustainable development of the industry.
