On October 10, in order to implement the Work Program for Steady Growth of Building Materials Industry (2025-2026) issued by the six departments of the state. The Announcement of the State Development and Reform Commission and the General Administration of Market Supervision on the Control of Price Disorderly Competition and the Maintenance of Good Production Price Order, as well as the work requirements of the State and Gansu Province on the green and low-carbon development of cement enterprises, the prevention and control of air pollution, and the normalization of peak staggering production. In order to balance cement clinker production, market demand, steady growth and ecological environment protection, Gansu Building Materials Industry Association organized a consultation meeting on peak staggering production of cement industry in 2025-2026. The principal leaders and some sales leaders of key cement enterprises in Lanzhou, Baiyin and Linxia regions attended the meeting.
The meeting focused on the "2025-2026 Peak-Staggered Production Plan for Cement Clinker Production Enterprises (Draft)" submitted by the Association, focusing on three aspects: First, the division and implementation standards of peak-staggered production periods for cement clinker production lines in Gansu Province; The second is the optimization of off-peak production scheme under the special climate conditions during the winter heating period in Hexi region. The third is the production line for the collaborative disposal of urban garbage and toxic and harmful wastes. Certain policies are given during the heating period to ensure that the off-peak production not only meets the requirements of environmental protection, but also ensures the stable supply of regional building materials.
At the meeting, the association first interpreted the background and basis for the formulation of the peak-staggering production plan, clarified the time division basis for the heating period (expected from November 2025 to April 2026) and the non-heating period (expected from May 2026 to October 2026), and suggested the basic peak-staggering duration for different regions. Based on their own actual production and demand forecast, the participating enterprises discussed and exchanged in-depth on how to scientifically formulate the peak staggering production plan for 2025-2026 through market research and forecast, better implement rigid peak staggering, accurate peak staggering, and effectively promote the steady growth of the industry, and reached a consensus. The 2025-2026 Cement Industry Peak-Staggered Production Plan (Draft for Comments) formed at this meeting will be submitted to the provincial cement industry working conference held in late October for further discussion and finalization.
