On October 9, the Ministry of Commerce and the General Administration of Customs jointly issued a notice formally incorporating the preparation technology of cathode materials for lithium batteries and related items of artificial graphite anode materials into the Catalogue of Technologies Prohibited and Restricted from Export in China. The scope of
control includes:
1. Rechargeable and dischargeable lithium-ion batteries (including cells and batteries) with
weight energy density ≥ 300 Wh/kg.
2. Manufacturing equipment
: key production equipment such as winding machine, laminating machine, liquid injection machine, hot press, chemical composition and volume distribution system, volume distribution cabinet, etc.
3. Cathode material
lithium iron phosphate cathode material (compaction density ≥ 2.5g/cm ³ and gram capacity ≥ 156 mAh/G), ternary cathode material precursor (nickel-cobalt-manganese hydroxide, nickel-cobalt-aluminum hydroxide), lithium-rich manganese-based cathode material.
4. graphite negative electrode material
, artificial graphite negative electrode material and artificial and natural graphite mixed negative electrode material.
5. Production equipment
Granulation volume ≥ 5 m ³ vertical/continuous granulation kettle, box furnace/Acheson furnace/continuous graphitization furnace, volume ≥ 300 L fusion coating equipment, etc.
6. Process and technical
granulation process for the production of graphite anode materials; Continuous graphitization technology; Liquid phase coating technology.
The new regulations will come into effect immediately and will be formally implemented on November 8, marking a comprehensive upgrade of China's export control over the core material technology of lithium batteries.
