In order to implement the Action Plan for Green and Low Carbon Development of Manufacturing Industry (2025-2027) and upgrade the benchmark of green manufacturing, according to the Interim Measures for Gradient Cultivation and Management of Green Factories (hereinafter referred to as the Measures), It is now organizing the recommendation of green factories in 2025. The relevant matters are notified as follows:
I. General Requirements
This year's recommendation work includes green factories and green industrial parks. Enterprises or parks that meet the relevant requirements of the Measures shall conduct self-evaluation according to the new evaluation requirements (see Annex 1 and 2 for relevant indicators) in accordance with the principle of voluntariness. The competent departments of industry and information technology at the provincial level shall conduct the selection according to the principle of "selecting the best from the best, rather lack than abuse", and the recommended enterprises or parks shall not be lower than average level of the existing national green factories and green industrial parks in the region in principle.
2. Specific requirements
(1) Newly declared national green factories and green industrial parks
, provincial industrial and information authorities organize enterprises and parks to register on the management platform of industrial energy conservation and green development (https://green.miit.gov.cn. Hereinafter referred to as the management platform), truthfully and independently fill in the declaration form to complete the self-evaluation, and provide relevant supporting materials as required. The management platform provides the interpretation of the declaration policy and the video of the filling instructions, and no longer needs to submit the third-party evaluation report.
In order to further highlight the orientation of energy conservation and carbon reduction and consolidate and enhance the green competitiveness of the industry, green factories will focus on supporting enterprises in 53 key industries this year (see Annex 3 for the specific scope of the industry). The login management platform of enterprises belonging to key industries shall conduct self-evaluation according to the requirements of corresponding industries, and the login management platform of enterprises not belonging to key industries shall conduct self-evaluation according to the general rules.

In order to further enhance the green development level of existing national green factories and green industrial parks, provincial industrial and information authorities organize existing national green factories and green industrial parks to log on to the management platform. Carry out self-evaluation benchmarking according to the new evaluation requirements, and provide relevant supporting materials as required. If the scores of existing national green factories and green industrial parks are in the last 5% for three consecutive years, they will be removed from the existing list to achieve entry and exit.
3. The work requires
the competent departments of industry and information technology at the provincial level to strengthen the examination of the authenticity, accuracy and advancement of the evaluation index data and supporting materials of enterprises or parks to ensure the quality of recommendation. By November 7, 2025, the recommended list and the benchmarking situation will be submitted to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) through the management platform.
The Ministry will organize experts to review the recommended list, select the best from the best, determine the shortlist, publicize it to the public, and publish the list of green factories and green industrial parks in 2025 according to the procedures. If enterprises or parks are found to have falsified data or materials, the Ministry will remove enterprises and parks from the list in accordance with the Measures and prohibit them from declaring again within three years.
