EIA document, the project is located at 956 Fengyang Avenue, Shiyang Town, Tianquan County, Ya'an City, Sichuan Province. The construction unit is Sichuan Erlangshan Labahe Cement Co., Ltd. (Hereinafter referred to as "Erlangshan Labahe Company") , a subsidiary of China Building Materials.

The project is a technical transformation project with a total investment of 2.6 million yuan, including 200,000 yuan for environmental protection. The construction period of the project is 3 months. After the technical transformation of the project, under the condition of keeping the cement clinker and cement production capacity unchanged, the total amount of general industrial solid waste is about 200,000 t/a (155,000 t/a into the kiln). 45 thousand t/a).

It is reported that Erlangshan Labahe Company was founded in July 2008. Its predecessor was Tianquan Erlangshan Cement Co., Ltd., which was established in 1992. It was restructured and established in 2008. The company has a 2500t/d new dry process cement clinker production line, with an annual output of 775000 tons of clinker and 1 million tons of Portland cement.
