To formulate and promulgate policies and measures to resolve excess capacity in the cement industry, and gradually establish a market-oriented and legalized working mechanism to resolve excess capacity.

On June 25, the Guizhou Provincial Office of Industry and Information Technology issued the Implementation Opinions on Promoting the Steady Growth of Building Materials Industry, Promoting Transformation and Increasing Benefits (Draft for Opinions).

It is proposed that by 2025, the downward trend of the building materials industry will be effectively curbed, and the growth rate of industrial added value will stop falling and rebound, striving to achieve positive growth. By 2027, the cement industry has achieved phased results in eliminating excess capacity, the level of deep processing of building materials products and the proportion of green building materials have steadily increased, and the proportion of green building materials output value has reached 30% of the whole industry.

It is strictly prohibited to add new cement production capacity in violation of regulations, and new reconstruction and expansion projects shall strictly implement the requirements of relevant industrial policies to meet the requirements of energy efficiency benchmarking level and A-level indicators of environmental protection performance; capacity replacement shall be strictly enforced to curb new production capacity, and expansion of cement production capacity in the name of technical transformation shall be prohibited.

To formulate and promulgate policies and measures to resolve excess capacity in the cement industry, and gradually establish a market-oriented and legalized working mechanism to resolve excess capacity.

Strictly enforce laws, regulations and industrial policies on environmental protection, energy consumption, quality and safety, strengthen normal law enforcement and implementation of mandatory standards, improve relevant policy standards in an orderly manner, and urge a number of building materials production capacity that fail to meet energy consumption, environmental protection, safety and quality standards and are eliminated to shut down and withdraw according to law. Cement enterprises in the province shall be

supported to promote the implementation of cement production capacity integration by means of merger and reorganization, merger and acquisition, etc.;

on the premise that the enterprise properly handles matters such as employee placement and debt resolution, the city (state) where the production capacity is transferred out shall not set restrictive conditions.

Promote the solution of the remaining problems of "inconsistent approval and construction" in cement clinker enterprises.

Supporting superior enterprises to build a platform for capacity integration, exploring the establishment of a special fund for reducing excess capacity in the cement industry, using market-oriented means to integrate enterprise property rights or management rights, reducing and withdrawing excess capacity and inefficient capacity, and improving production concentration. We

will intensify supervision, spot checks and law enforcement inspections in the building materials industry, strengthen supervision and spot checks on the quality of mixed materials in sand and gravel aggregates and cement grinding stations, shut down a number of enterprises with substandard product quality, investigate and punish illegal land use, illegal mining and safe production according to law, and resolutely ban illegal production capacity and standardize market order. Make room for the development of high-quality enterprises.

Environmental performance level, energy efficiency level and process equipment level are the yardsticks, highlighting the requirements of differentiation and precision, and improving the policies and measures of normal peak staggering production in the cement industry.

Strengthen supervision and enforcement, consolidate the responsibilities of cement enterprises, territorial governments and trade associations, and implement relevant disciplinary measures in accordance with the law and regulations for enterprises that do not keep their promises, do not carry out peak staggering production or fail to implement peak staggering production. Enterprises with large production capacity, high energy efficiency and excellent environmental emission indicators are

encouraged to sign long-term clinker supply agreements with enterprises with small production capacity, low energy efficiency and high environmental emission indicators, so as to supply cement clinker at a price better than the market price, reduce the opening time of some cement kilns and alleviate the contradiction between supply and demand in the cement industry.

Grasp the opportunity of national policies to promote large-scale equipment renewal, support enterprises in cement and other industries to implement technological transformation and equipment upgrading, and accelerate the development of low-carbon and products.

Support the development of low calcium cement clinker, low clinker coefficient cement, sulfur (iron) aluminate and other special cement. Promote the large-scale production of special cement, low-carbon cement, high-durability cement products and components, and cement-based composite products.

Promote enterprises to carry out energy-saving and emission-reducing technological transformation and renovation of key equipment, new and expanded cement projects must reach the benchmark level of energy efficiency and A-level of environmental performance, and promote the construction of ultra-low emission facilities in the cement industry in an orderly manner.

We will promote clean energy substitution in existing coal-fired self-owned power plants (boilers) and encourage the application of alternative energy sources such as hydrogen, biomass fuels, garbage-derived fuels and composite fuels in industrial kilns such as cement.

By the end of 2025, the production capacity above the benchmark level of cement energy efficiency will account for 30%, and the production capacity below the benchmark level of building materials industry will complete technological transformation or be eliminated. Digital green mines will be built in

cement, stone and other fields, and application scenarios such as intelligent mining, automatic ore blending, unmanned driving and disaster monitoring will be created.

Promote the use of calcium-containing industrial waste residue resources such as phosphogypsum and manganese slag instead of limestone as raw materials for cement production, and gradually reduce the use of carbonate raw materials. We will support the use of cement kilns to co-dispose of solid waste, and encourage the use of ultra-fine powder with blast furnace waste residue, power plant fly ash, coal gangue and other waste residues as the main raw materials to replace ordinary admixtures. Promote low-carbon cement production technology with high solid waste content, and encourage increasing the proportion of industrial solid waste raw materials in cement clinker production.

Supporting cement enterprises to build the whole industrial chain of "green mine + sand aggregate + cement manufacturing + co-disposal + ready-mixed concrete + equipment building parts + overall service" , and cultivating and developing the integrated base of green building materials and building parts manufacturing.

Promote the application of green building materials in the field of infrastructure construction, promote the application of phosphogypsum green building materials, and increase the proportion of green building materials such as low-carbon cement and high-performance concrete in engineering projects.

Establish a product traceability standard system, focusing on the compilation of traceability standards for cement, ready-mixed concrete, waterproof materials and other products.
