Promote the formation of green low-carbon production and lifestyle, and promote the prevention and control of air pollution in the whole chain. It is clear in the
document that new reconstruction and expansion projects should be implemented in accordance with the energy efficiency benchmarking level in the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Industrial Areas. For projects involving capacity replacement, the new reconstruction and expansion projects can be put into operation only after the replacement capacity and its supporting facilities are shut down.
The key point is to speed up the withdrawal of backward production capacity in key industries in accordance with the law and regulations. Encourage existing high-energy-consuming projects to implement technological transformation according to the requirements of benchmarking level, and increase the elimination of backward technological equipment and the transformation and upgrading of restricted technological equipment in gas-related industries. We will accelerate the integration of cement clinker production capacity in key areas of cement production, and complete the integration and withdrawal of no less than 8 clinker production lines of 2500 tons per day or less by 2025. By the end of June 2025, the cement industry will have completed the transformation of organized and unorganized ultra-low emissions.
We will resolutely curb the blind launching of "two high and one low" (high energy consumption, high emission and low level) projects. The newly renovated and expanded "two high and one low" projects strictly implement the relevant requirements of national industrial planning, industrial policy, ecological environment zoning management and control scheme, planning environmental assessment, project environmental assessment, energy conservation review, capacity replacement, total amount control of key pollutants, regional reduction of pollutant emissions, and carbon emission peak targets, so as to achieve the goal of "two high and one low". Generally, it should reach the A-level (leading) level of air pollution prevention and control performance and adopt clean transportation mode. New reconstruction and expansion projects should be implemented in accordance with the energy efficiency benchmarking level in the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Industrial Areas. For projects involving capacity replacement, the new reconstruction and expansion projects can be put into operation only after the replacement capacity and its supporting facilities are shut down. Railway and waterway transportation are preferred for medium and long distance transportation of
bulk goods, and closed belt corridor or new energy vehicles and vessels are preferred for short distance transportation. New reconstruction and expansion projects in iron and steel, cement, thermal power (including thermal power), non-ferrous metals, petrochemical, coal chemical and other industries should adopt clean transportation or vehicles with national emission standards of six or above, and implement the installation of access control system for transport vehicles. By 2025, more than half of the production capacity of the cement clinker industry will realize the clean transportation of bulk goods or the transportation of vehicles with six or more emission standards. By 2027, the cement clinker and non-ferrous metal smelting industries will all realize the clean transportation of bulk goods or the transportation of vehicles with six or more emission standards.
