We should focus on resource control and further consolidate the foundation for development. To strictly implement the new standard of GB175-2023 "General Portland Cement", each base should strengthen the survey and expansion of surrounding resources, increase resource reserves, and speed up the layout of "integrated" industrial parks.

We should focus on the blade inward and further strengthen cost control. It is necessary to innovate the cost control mode, promote the optimization of energy structure, and continuously carry out the lowest system cost mining; the base should organize production and operation with profit as the center, pay attention to the cost control of each process, realize the optimal cost of the whole life cycle, and reflect the cost advantage of the whole value chain.

We should focus on the relationship between quantity, cost and profit, and further continue to reduce the cost of benchmarking. We should continue to carry out the benchmarking of production indicators and energy consumption indicators, promote the benchmarking of process costs, keep a close eye on the benchmark, find out the gap, recognize our own shortcomings, calculate the fine accounts, and constantly improve the core competitiveness.

We should focus on technology-driven and further develop the value of technological transformation projects. We should continue to improve the management mechanism of technological transformation projects, do a good job of discussion and demonstration before project implementation, improve the quality of investment; strengthen the supervision of project implementation process, clean risk management and control; carry out post-project evaluation as required, and further develop the value of technological transformation projects.

We should focus on innovation drive and further strengthen technological research. First, we should carry out the cost analysis of the whole value chain. The "top leaders" of each base should raise awareness, personally take the lead in deployment, always anchor the "lowest system cost", grasp the benchmarking of all links from "mining" to "product delivery to customers", and quantify the formulation of cost control objectives. Each base should insist on holding a monthly cost analysis meeting based on the cost analysis of the whole value chain.

Second, we should strengthen the control of resources and speed up the processing of relevant warrants. The "top leaders" of each base should give top priority to mine issues, and the group leaders and departments will actively cooperate to support and help the base to do a good job in resource control.

Third, it is necessary to increase investment in technological transformation and improve operational indicators. Each base should speed up the technological transformation progress of operation and index improvement, and the operation department of the group should strengthen supervision.

Fourth, we should increase the training or introduction of professional leaders. A successful team can not be separated from the guidance of professional competence. The base is encouraged to apply, and the Human Resources Department of the Group gives policies. Through the introduction of professional leaders in technology, machinery, electricity, waste heat power generation and other aspects by means of salary inclination and agreement wage system, it provides high-skilled personnel support for the development of the company.

Fifth, we should pay attention to quality cost and meet the needs of users. The operation department of the Group should strengthen the publicity and implementation of the new GB175-2023 standard, speed up the implementation of the new standard for the key posts in charge of production, adhere to the "customer-centered" principle, pay attention to customer needs, attach importance to product quality, and quickly respond to customer complaints, so as to create a brand with Yunshui characteristics and deeply trusted by customers. When there is a contradiction between quality and cost, we should always choose quality and really put "customer is God" into action.

Sixthly, all bases are encouraged to establish green factories, green mines, green products, first-level safety certification, and gradually promote the transformation of ultra-low emissions. Each base should continue to build intelligent, green, informationized and digital factories, plan ahead and promote implementation according to the relevant requirements of national carbon peak and carbon neutralization, so as to lay a solid foundation for the long-term development of enterprises.
