On June 12, Hebei Building Materials Industry Association (hereinafter referred to as "Provincial Building Materials Association") successfully held the "Summary of Economic Operation of Hebei Cement Industry in the First Half of 2024 and Seminar on Quality Improvement, Innovation and High-quality Development in 2025" in Baoding. Li Huaijiang, Executive Chairman of Hebei Building Materials Association, and Xu Li, Deputy General Manager of Tangshan Jidong Cement Co., Ltd., were specially invited to attend the meeting. More than 20 leaders from the five regions of Hebei cement industry and the Cement Branch of Hebei Building Materials Association attended the meeting, which was presided over by Wang Zhigang, Chairman of the Cement Branch. the Provincial Building Materials Association, and Du Zhimin, Deputy Secretary-General of the Cement Branch, respectively gave a briefing on the implementation of the self-discipline peak staggering production plan in May (the completion rate of the province's self-discipline peak staggering production reached more than 95%) . The spirit of the Circular of the State Council on the Issuance of the Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025 and the Circular of the National Development and Reform Commission and other departments on the Issuance of the Special Action Plan for Energy Conservation and Carbon Reduction in the Cement Industry were studied and publicized.
At the meeting, we discussed the "Hebei Province 2024-2025 Annual Cement Normalized Peak-Staggered Production Work Program" and "Hebei Province Cement Industry Normalized Peak-Staggered Production Implementation Rules". Leaders and enterprise representatives of
each district reported on the completion of self-discipline peak-staggering production in May and the plan for June, expressing strict implementation of rigid and precise peak-staggering production, supporting the cancellation of the exemption policy for peak-staggering production, contributing to the steady growth of regional industry benefits, energy conservation and carbon reduction, and the continuous improvement of air quality.
Xu Li said that since the establishment of the Cement Branch, the work has achieved remarkable results and has been recognized by the industry and the government. He gave a briefing on the good situation of the industry and the off-peak production situation in the surrounding provinces. He said that Jinyu Jidong Cement strongly supported the cancellation of the off-peak production exemption policy and did a good job in leading the industry. Adhere to the implementation of rigid and precise peak staggering production efficiency. Niu Yafei, Secretary-General of
Cement Branch, said that each district should implement the work of peak staggering production in accordance with the actual situation of the region, and boost confidence in reversing the adverse situation of the industry with the current good situation. He suggested further implementing rigid and precise peak staggering to lay a good foundation for improving the quality and efficiency of the industry in the next step.
At the meeting, Wang Zhigang said that since the establishment of the Cement Branch, the peak-staggering production work has been strongly supported by Li Huaijiang, the executive chairman of the Provincial Building Materials Association. With the joint efforts of all districts and the guidance of key enterprises, the peak-staggering production work in the first half of the year has been better completed, and the industry has gradually shown a good trend. He highly affirmed and recognized the achievements made in the strict implementation of peak staggering production in Shijiazhuang, Tangshan, Chengde and Qinhuangdao districts.
He pointed out that with the implementation of various national policies conducive to the high-quality development of the cement industry, confidence was boosted to reverse the predicament of the industry, and the experience of the first half of the year was summarized in light of the current situation of the industry. He made arrangements for the cement branch and peak-shifting production work:
First, earnestly sum up experience and lessons, and insist on further promoting peak-shifting production work. As the rainy season is approaching and the market demand is weakening, we should increase the intensity of peak staggering production.
Second, each district seriously organizes the work of peak staggering production in June, and the Secretariat timely publicizes the plan information.
The third is to study the work of peak staggering production from 2024 to 2025, and widely solicit opinions from all parties.
The fourth is to study the "Detailed Rules for the Implementation of Normal Peak Staggering Production in Hebei Cement Industry" word by word, taking into account all opinions.
He stressed that the industry should further unify its thinking, adhere to the normalization of peak staggering production and the general tone of maintaining stability, improving quality and efficiency, so as to contribute to energy conservation, carbon reduction, continuous improvement of the atmospheric environment and high-quality development of the industry.
At the meeting, Li Huaijiang made a concluding speech, highly affirmed and recognized the achievements and detailed summary of the peak staggering work of the Cement Branch in the first half of the year, and thanked Xu Li, deputy general manager of Jinyu Jidong Cement, for sharing the experience of other provinces and for his strong support for the work of the Association.
He pointed out that this meeting is a special meeting for the quality improvement, innovation and high-quality development of the cement industry in Hebei Province, and a meeting to promote the development of the building materials industry in Hebei Province with the strength of the industry, which should be carefully summarized and timely reported to the competent departments of the provincial government. Since the establishment of the
Cement Branch, the development momentum of the industry has been very good, the confidence of the industry has been gradually strengthened, the understanding and action have been unified, and the achievement of the historic leap in the production of off-peak production in Tangshan region has been highly affirmed, which has benefited from the strong support of the Tangshan Municipal Government and the active promotion and implementation of national policies in Tangshan region.
He stressed that the implementation of the new national cement standards and the introduction of the action plan for energy conservation and carbon reduction will further promote the work of peak staggering production. The current trend of the industry is good, thanks to the correct leadership of the branch and the positive efforts of each district.
Finally, he put forward three suggestions for the peak-staggering production of the Cement Branch: First, we should continue to promote the normal peak-staggering production in a sustained, stable and high-quality manner. Hold regular and regular meetings to study, communicate and coordinate, and strengthen the inspection of policy implementation. Second, we should take the lead in promoting research policies and supply balance. Strengthen the research on relevant policies, assist the government to promote the implementation of policies, and promote the high-quality development of the industry; strengthen the systematic research on the supply balance within the industry, other provinces and grinding stations. Third, we will intensify efforts to improve the quality of economic operation in the industry.
