After the implementation of the new national standard for cement on June 1, the detailed rules for spot checks have changed. Sampling before June 1, 2024 shall be implemented in accordance with the implementation standard GB 175-2007, and after June 1, it shall be implemented in accordance with the implementation standard GB 175-2023.

Recently, the State Administration of Market Supervision and Administration issued an announcement on the implementation rules of 147 kinds of product quality supervision and spot checks, including the Implementation Rules of Cement Product Quality Supervision and Spot Checks (2024 Edition). After the implementation of the new national standard for cement

on June 1, the detailed rules for spot checks have changed. Sampling before June 1, 2024 shall be carried out in accordance with the executive standard GB 175-2007, and after June 1, 2024 shall be carried out in accordance with the executive standard GB 175-2023. See Table 1 and Table 2 for details.

Detailed Rules for

the Implementation of Quality Supervision and Spot Inspection of Cement Products (2024 Edition)

1 The sampling method

is random sampling from the products to be sold by the sampled producers and sellers. Generally, the

random number can be generated by using a random number table or the like.

General Portland cement:

sample before June 1, 2024 and execute the standard GB 175-2007 : the number of samples taken from each batch shall not be less than 16 kg, and the sample shall be divided into two parts, each of which shall be at least 8 kg, and one of which shall be the inspection sample. The other is a spare sample. Executive standard GB 175-2023 : The number of samples taken from each batch shall not be less than 20 kg, and the samples shall be divided into two parts, each of which shall be at least 10 kg, one of which shall be the inspection sample and the other shall be the standby sample.

Masonry cement: the number of samples taken from each batch shall not be less than 16 kg, and the samples shall be divided into two equal parts, each of which shall be at least 8 kg, one of which shall be the inspection sample and the other shall be the standby sample.

2. For products

subject to enterprise standards, group standards and local standards, the inspection items shall be carried out in accordance with the above contents.

3 Judgment rule

3.1 Standard

3.2 Judgment principle

After inspection, if all the inspection items are qualified, it is judged that the inspected items of the sampled products are not found to be unqualified; if any one or more of the inspection items are unqualified, it is judged that the sampled products are unqualified.

If the expressed quality requirements of the inspected products are higher than the standard requirements on which the inspection items are based in the Detailed Rules, the judgment shall be made according to the expressed quality requirements of the inspected products.

If the expressed quality requirements of the inspected products are lower than the requirements of the mandatory standards on which the inspection items are based in the Detailed Rules, they shall be judged according to the requirements of the mandatory standards.

If the expressed quality requirements of the inspected products are lower than or include the requirements of the recommended standards on which the inspection items in the Detailed Rules are based, the expressed quality requirements of the inspected products shall be used for judgment.

If the expressed quality requirements of the inspected products lack the mandatory standard requirements on which the inspection items in the Detailed Rules are based, the mandatory standard requirements shall be followed.

If the expressed quality requirements of the inspected products lack the requirements of the recommended standards on which the inspection items in the Detailed Rules are based, the items will not be involved in the judgment.

4 Supplementary

Provisions These Detailed Rules replace the Detailed Rules for the Implementation of National Supervision and Spot Inspection of Cement Product Quality in the Announcement of the General Administration of Market Supervision on Issuing the Detailed Rules for the Implementation of National Supervision and Spot Inspection of the Quality of 90 Kinds of Products Including Children's and Infant Clothing (No.15, 2023).
