current ultra-low emission transformation of the cement industry? In the process of implementing ultra-low emission transformation, what are the key points and difficulties that cement enterprises need to solve urgently, and how to deal with them? Recently, China Cement Network consulted Li Jian, an associate researcher of the Chinese Academy of Environmental Sciences, on these issues.

Li Jian said that at present, China's cement industry has made remarkable progress in ultra-low emission transformation, which has effectively promoted both environmental and economic benefits. Before the release of the national ultra-low cement policy document, many provinces in China, such as Hebei, Shanxi, Jiangsu, Zhejiang, Anhui, Shandong, Henan, Sichuan, Ningxia and other provinces, covering key regions and non-key regions, have successively issued the ultra-low implementation plan or standard of the cement industry in the province, and the implementation plan or standard of the ultra-low cement industry in the province. Cement enterprises in the province were guided and promoted to carry out ultra-low emission transformation in an orderly manner. In January 2024, the state issued the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry, and some provinces and municipalities revised and improved the ultra-low emission transformation scheme of the province according to the requirements of national policies and the situation of the province.

Up to now, about 250 million tons of cement clinker production capacity in 9 provinces and cities in key regions has basically met the requirements of organized ultra-low emissions, and about 510 million tons of cement clinker production capacity has basically met the requirements of unorganized ultra-low emissions. About 90 million tons of clinker production capacity in non-key areas meets the requirements of organized ultra-low emission. The effective implementation of

cement ultra-low emission transformation not only brings about the effective improvement of regional environmental benefits, but also brings about the rapid development of related environmental protection industries and new energy vehicles, which effectively promotes the coordinated improvement of regional environmental benefits and social and economic benefits.

Li Jian pointed out that the ultra-low emission transformation of the cement industry should be carried out from the perspective of the whole process. According to the characteristics of production and pollutant discharge, enterprises should carry out all-factor and all-round upgrading and transformation of organized discharge, unorganized discharge, material and product transportation, monitoring and control, environmental management, pollution reduction and carbon reduction, each of which is very important.

Enterprises should select mature and applicable environmental protection technologies according to plant conditions, strengthen source control, strengthen ammonia escape control, adopt combined denitrification technologies such as selective non-catalytic reduction (SNCR) and selective catalytic reduction (SCR) for kiln tail waste gas, and adopt high-efficiency dust removal technologies such as bag type and electric bag type; On the premise of ensuring safe production, unorganized emission control adopts effective control measures such as sealing and sealing, encourages the use of mechanized material storage methods such as material yards, silos and circular warehouses, rationally allocates waste gas collection facilities at dust-producing points in accordance with the principle of "collecting as much as possible", optimizes the collection of air volume, reduces transshipment links, reduces material drop and shortens transportation distance; In terms of clean transportation transformation, railways or waterways are preferred for medium and long distance transportation, belt corridors or new energy vehicles are preferred for short distance transportation, and belt corridors or closed screw conveyors are preferred for material transshipment in the plant, so as to reduce the volume of secondary transportation and automobile transportation in the plant; In the aspect of monitoring and control, enterprises should strengthen the construction of automatic monitoring, process monitoring and video monitoring facilities for pollutant discharge, so as to meet the requirements of ultra-low emission; In terms of environmental management, we should strengthen operation management, strengthen transportation management, improve management system, ensure the synchronous operation of production equipment and pollution control facilities, and realize pollutant emission control and fine management and control of clean transportation through intelligent and digital construction.

In addition, the ultra-low transformation of cement enterprises should also take into account the application of pollution reduction and carbon reduction technology to achieve the coordinated development of carbon reduction, pollution reduction, green expansion and growth.

Li Jian concluded that at present, there are three main difficulties in the transformation of the cement industry:

First, the desulfurization and denitrification technologies in the cement industry are mixed, the mechanism of some desulfurization and denitrification technologies is not clear, and the composition of agents is not clear, which is not conducive to the selection and application of ultra-low transformation technologies by enterprises;

Second, the transformation of clean transportation is difficult, especially for enterprises without their own mines, far away from wharfs and railway lines, the proportion of clean transportation is basically zero, in addition, the number of new energy transport vehicles is difficult to meet the current needs of enterprise transformation;

Third, there is a lack of systematic technical guidance in the process of enterprise transformation, which is prone to duplication of investment and transformation.

In view of the above difficulties, the following suggestions are put forward:

First, enterprises should choose mature and stable environmental protection technology according to their own pollutant emission characteristics in the process of transformation, so as to avoid pollutant transfer, substandard, poor operation stability and so on;

Second, relevant departments around the country should strengthen service guidance to enterprises, release the production capacity of new energy transport vehicles in automobile enterprises, speed up the production of pure electric, fuel cell and plug-in hybrid transport vehicles, study and formulate relevant preferential subsidy policies, and build charging piles to meet charging needs; Enterprises should also combine the transportation distance of raw materials, fuels and products, and give priority to clean transportation methods such as belt corridors and pipelines;

Thirdly, enterprises should comprehensively sort out the gap between their own pollution control and ultra-low requirements, invite relevant experts in the industry to give guidance, and make sure that leaders really attach importance to it, invest in it, implement real projects, reduce emissions and improve it, so as to avoid duplication of investment and transformation.
