local ecological environment departments at all levels should adhere to the principle of seeking progress while maintaining stability and subordinating time to quality, highlight key points and make steady progress, guide enterprises in key areas of air pollution prevention and control to take the lead in carrying out ultra-low emission transformation and assessment and monitoring work, and promote other areas in an orderly manner; It is necessary to strengthen services for enterprises, provide guidance for ultra-low emission transformation and assessment and monitoring, and guide enterprises to give priority to coordinated pollution reduction and carbon reduction measures such as source reduction, process control, and substitution of raw materials and fuels.

Provincial ecological environment departments should organize municipal ecological environment departments, enterprises, assessment and monitoring institutions to carry out training, strengthen dispatching guidance, and timely summarize the transformation and assessment and monitoring situation to the Ministry of Ecology and Environment. Municipal ecological environment departments should timely incorporate enterprises that have been assessed and monitored to achieve ultra-low emissions into the dynamic management list, and implement various supporting policies for ultra-low emissions.
