On June 2, the General Office of the Ministry of Ecology and Environment issued the Notice on the Assessment and Monitoring of Ultra-low Emissions in Cement and Coking Enterprises.
In order to implement the "Opinions of the State Council of the Central Committee of the Communist Party of China on Deeply Fighting the Strong Battle of Pollution Prevention and Control", "Opinions of the State Council of the Central Committee of the Communist Party of China on Comprehensively Promoting the Construction of Beautiful China", "Notice of the State Council on Issuing the Action Plan for Continuous Improvement of Air Quality", and to promote the ultra-low emission transformation of cement and coking industries with high quality. In accordance with the relevant requirements of the Notice on the Issuance of the Opinions on Promoting the Implementation of Ultra-low Emissions in the Cement Industry and the Opinions on Promoting the Implementation of Ultra-low Emissions in the Coking Industry, we will do a solid job in the assessment and monitoring of ultra-low emissions in cement and coking enterprises. The Ministry of Ecology and Environment has formulated the Technical Guidelines for Assessment and Monitoring of Ultra-low Emission in Cement Enterprises (see Annex) and the Technical Guidelines for Assessment and Monitoring of Ultra-low Emission in Coking Enterprises. According to
the circular,
local ecological environment departments at all levels should adhere to the principle of seeking progress while maintaining stability and subordinating time to quality, highlight key points and make steady progress, guide enterprises in key areas of air pollution prevention and control to take the lead in carrying out ultra-low emission transformation and assessment and monitoring work, and promote other areas in an orderly manner; It is necessary to strengthen services for enterprises, provide guidance for ultra-low emission transformation and assessment and monitoring, and guide enterprises to give priority to coordinated pollution reduction and carbon reduction measures such as source reduction, process control, and substitution of raw materials and fuels.
Provincial ecological environment departments should organize municipal ecological environment departments, enterprises, assessment and monitoring institutions to carry out training, strengthen dispatching guidance, and timely summarize the transformation and assessment and monitoring situation to the Ministry of Ecology and Environment. Municipal ecological environment departments should timely incorporate enterprises that have been assessed and monitored to achieve ultra-low emissions into the dynamic management list, and implement various supporting policies for ultra-low emissions. Organize and carry out "double random" inspection, adjust the dynamic management list in time for enterprises that can not meet the ultra-low emission requirements steadily, and cancel the corresponding preferential policies. Industry associations are
encouraged to play a bridge role, guide enterprises to carry out ultra-low emission transformation and assessment and monitoring, support enterprises to publicize the progress of ultra-low emission transformation and assessment and monitoring on the association's website, and promote high-quality implementation of ultra-low emission transformation in the industry.
China Cement Network will hold the " 11th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference-Equipment Renewal Forum" in Nanjing, Jiangsu Province on June 13-14 . This forum will gather government leaders, industry technical specialist, scientific research institutions, universities, cement enterprises and equipment suppliers to discuss and analyze the practical path of equipment renewal and green upgrading in the cement industry, so as to promote the industry to move towards a more energy-efficient, greener and environmentally friendly future. After the meeting, we will also organize a visit to Jurong Taini Cement Co., Ltd., a national green factory and a national green mine.
