Recently, a southwest province announced a plan to transfer the production capacity of a production line with a daily output of 4000 tons, and the transferee was a new dry-process cement production line with a daily output of 4500 tons of clinker in a northwest province (region). The name, specification, model and quantity of the main equipment (production line) are marked as one φ5.0 × 74m rotary kiln, and the daily production capacity is supplemented by compliance (not a new project).
According to the relevant measures for the implementation of capacity replacement, the capacity of the cement clinker production line used for replacement must be effective and compliant. It is also included in the list of compliant cement clinker production lines in the region (including enterprise name, production line name, kiln diameter, registered or approved production capacity, actual production capacity, completion and commissioning date, etc.) announced annually by the provincial industrial and information authorities. In August
2018, the competent state industrial authorities and investment authorities jointly issued the Notice on Serious Capacity Replacement and Strict Prohibition of New Capacity in Cement Flat Glass Industry. The Notice requires that the competent departments of industry and information technology at the provincial level should update and announce the list of cement clinker production lines in the region on an annual basis, and carefully examine the capacity replacement plan accordingly. For the capacity replacement plan of the proposed project submitted by the project owner, we should adhere to the combination of the acceptance of enterprise commitments and on-site verification and inspection, carefully screen the authenticity and compliance of the replacement plan, especially the capacity indicators used, and trace the source of the capacity indicators.
For compliance-based daily production capacity (non-new projects), the production lines of the transferee and the transferor are included in the production line list, while the source of the traceability capacity index is different from that of the new project, which should include the transferee in addition to the transferor.
According to the list of the province (region) where the transferee is located, the production line of the compliance-based daily production capacity will be put into operation in 2021.
In the list of production lines in 2023 (the latest), it is marked as: production line name: 4500t/d cement clinker production line ; commissioning time: 2021; Record or approval document approval time and capacity: November 10, 2011, 4500t/d; cement kiln specification: Ф4.8 × 74 m . (See below) The kiln path is a full 0.4 m less than that published in the previous list.
In the list of production lines in 2021 (appearing for the first time), it is marked as: production line name: 4500t/d dry cement clinker production line ; completion and commissioning time: 2020; Design capacity: 4500 t/d; actual capacity: 5000 t/d; specification of cement kiln: Ф5.2 × 74m . Here, the actual production capacity is undercounted by 1000 t/d.
In the 2023 list, the actual capacity column was deleted, the commissioning time was delayed by one year, the diameter of the cement kiln was reduced from Ф5.2 m to Ф4.8 m, and the kiln length was still 74 m.
In the capacity replacement scheme publicized by the transferor, the kiln diameter in the name and specification of the main equipment (production line) is marked as φ5.0 × 74m.
That's interesting! 1 cement kiln publicizes 3 specifications: Ф4.8 × 74m, φ5.0 × 74m and Ф5.2 × 74m. The cylinder of Nuoda cement kiln can be kneaded big and small like flour dough! this project? Then go back to the source. The predecessor of the
project was prepared by another enterprise without the approval of the state, and was announced on April 28, 2015 as the capacity replacement plan of the cement industry under construction in the province (region) without the approval of the state. The announcement shows that the project is 4500 t/d clinker new dry process cement production line technical transformation and pure low temperature waste heat power generation project (capacity of 1.35 million tons). After that, it was transferred to the current owner.
It is reasonable to say that the project has been congenitally seriously inadequate, and the day after tomorrow we have to pay great attention to "conditioning" (norms). On April 20,
2015, the Ministry of Industry and Information Technology issued the Measures for the Implementation of Capacity Replacement in Some Industries with Serious Overcapacity. The Measures clearly require that the number of production capacity of construction projects and the number of production capacity to be eliminated after 2015 shall be approved in accordance with the cement (clinker) production capacity conversion table. The capacity scale of 4500t/d should be converted to Ф4.7m , but the specification of the main equipment (production line) is not stated (or avoided) in the announcement of the capacity replacement scheme of the project under construction that has not been approved by the state, and the kiln actually built is Ф5.2m. 0.5 m larger than converted kiln diameter. In the 2021 list, it is marked as Ф5.2m, but in the 2023 list, it is reduced to Ф4.8 m for unknown reasons?

Since there is a plan to dare to go to court, we should be cautious in our words and deeds and abide by the rules and regulations. The 4500t/d cement clinker production line is the same as the previous enterprise, and it also has a Ф5.2 * 74m cement kiln!
