Li Jian said that the green and low-carbon development of the cement industry can be continuously promoted from the aspects of continuous optimization of industrial structure adjustment, high-quality promotion of ultra-low emission transformation of the cement industry, improvement of the intelligent level of coordinated management and control of pollution and carbon, overall promotion of the application of pollution reduction and carbon reduction technology and the construction of standard system.

First, continue to optimize the adjustment of industrial structure. Strictly implement the policy of capacity replacement, strengthen the control of excess capacity, resolutely curb new capacity in violation of regulations, build new cement projects according to ultra-low emission level, eliminate backward capacity according to law and regulations through comprehensive means, and give full play to the standard role of energy consumption, environmental protection, quality, safety, material consumption and water consumption. To guide the orderly withdrawal of inefficient production capacity with high energy consumption and high emission intensity, conditional regions can formulate plans for the withdrawal of restricted production capacity.

The second is to promote the ultra-low emission transformation of cement industry with high quality. As the main body of ultra-low transformation, enterprises should rationally choose the technical route of transformation, strictly control the quality of projects, strengthen operation management, strengthen transportation management, improve management system, formulate specific work programs in accordance with the relevant requirements of the state and local governments, and strive to achieve the true attention of enterprise leaders, the true investment of funds, the implementation of real projects, and the true promotion of emission reduction. Ensure that the transformation task is completed on schedule with high quality, and realize the long-term continuous and stable operation of treatment facilities; local governments should play a role, form effective incentives and constraints, strengthen technical support and differentiated environmental protection management, and create a fair competition, healthy and orderly development environment.

Third, improve the intelligent level of collaborative management and control of pollution and carbon. Enterprises can build an integrated intelligent management and control platform for the whole process of pollution and carbon collaborative control based on "source-process-end", improve the level of fine management through intelligent and digital construction, and realize the precise management and control of pollution and carbon collaborative control in organized emission, unorganized emission and clean transportation.

Fourth, promote the application of pollution reduction and carbon reduction technology and the construction of standard system as a whole. Enterprises can give priority to technologies such as source reduction, process control and raw fuel substitution to achieve the synergy of pollution reduction and carbon reduction. For example, the use of low-resistance cyclone preheater, high-efficiency firing, high-efficiency grate cooler, high-efficiency energy-saving grinding and other energy-saving technology and equipment; On the premise of ensuring the quality of cement products, we should increase the proportion of waste residue resources instead of limestone, increase the proportion of industrial wastes such as slag and fly ash, reduce the clinker coefficient, improve the level of cement reduction, and use cement kilns to co-dispose solid wastes instead of coal. In addition, relevant departments and research institutes should also strengthen the technical support of pollution reduction and carbon reduction in the cement industry, carry out research and development of key technologies and equipment for pollution reduction and carbon reduction in the cement industry, and construct the technology bank of pollution reduction and carbon reduction in the whole process of "source provention and control-process control-end treatment-intelligent regulation of carbon pollution" and the evaluation technology system under multi-objective constraints.
