On September 27, the Ninth General Election Congress of Shanghai Cement Industry Association was successfully held in Qingpu District, Shanghai. The General Assembly elected the Ninth Council, the Board of Supervisors and the head of the Association. Kong Xiangzhong, Executive Chairman of China Cement Association, Zhang Lijie, Researcher of Policy Research Office of Shanghai Municipal Housing and Construction Commission, and Wang Bo, Chief of Social Management Department of Civil Affairs Bureau attended the meeting. Lin Guorong was elected president at the first meeting of the
Ninth Council. Lin Guorong, as the new president, pointed out that at present, environmental protection, energy saving and emission reduction, technological innovation, market transformation, "double carbon" goal, waste-free urban construction, especially the serious contradiction of overcapacity, have put forward new requirements and unprecedented challenges to the cement industry, and he feels deeply responsible. He said that the association would earnestly implement the spirit of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, comprehensively enhance its service capacity, play a good role as a bridge between the government, industry and enterprises, enable platform construction and industry management, and provide better services for member units. He stressed that the following key tasks should be done well. First, strengthen industry self-discipline, enhance industry image, implement industrial policies, strengthen environmental awareness, practice social responsibility, maintain a fair and just market environment, and create a good industry ecology. Second, we should strengthen technological innovation and exchanges, build a good communication service platform, introduce advanced international technology, and enhance international competitiveness. Third, guide enterprises to expand market development space, enhance industry competitiveness, and provide market dynamics and industry development trend information support for member units. Fourth, we should actively advocate and practice the concept of win-win cooperation and resolutely oppose the vicious competition of "involution". Fifth, strengthen communication and cooperation between the association and government departments, brotherly units and all sectors of society, strive for more policy support, and create more favorable conditions for the development of the industry. Sixth, we should strengthen the self-construction of the association, improve its service ability and work efficiency, better perform its duties, and constantly improve its visibility, influence and cohesion.
Kong Xiangzhong made an important speech at the conference, pointing out that in recent years, the national cement market has intensified and industry self-discipline has weakened. At present, the price of Shanghai cement market has become a national depression, which is a typical consequence of "involution" vicious competition. He put forward five hopes and suggestions for the new leadership. First, we should improve the political position of the association, strengthen the construction of Party organizations, take Party building as the guide, shoulder the important responsibility of strengthening industry self-discipline and doing a good job of "four services". Second, to maintain a fair market competition environment for cement products entering Shanghai and promote industry values, we should not only adhere to anti-monopoly, but also oppose unfair competition. Third, continue to fulfill the responsibility of product quality supervision of cement enterprises in Shanghai. Fourth, the association should take the initiative to assist government departments to implement the spirit of "Opinions on Several Policies and Measures to Further Promote the High-quality Development of the Yangtze River Economic Zone" and contribute to the construction of a waste-free city in Shanghai. Fifth, we should use new media, big data, Internet of Things and other digital information means to improve industry management and service capabilities, better serve the government and the market.
Zhang Lijie and Wang Bo fully affirmed the achievements of the previous association at the conference, and asked the Shanghai Cement Industry Association to study and implement the spirit of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China in an all-round and in-depth manner, further strengthen service awareness, enhance service capabilities, and serve the construction of the "Five Centers" in Shanghai. Actively participate in the special action of trade associations and chambers of commerce to serve high-quality development, and play a new role in participating in major national strategic tasks such as pairing assistance, Rural Revitalization and integration of the Yangtze River Delta.
