Recently, the competent department of industry and information technology in a northwest province announced the capacity replacement plan for the technical renovation and expansion project of 6666t/d cement clinker production line of a head enterprise. The capacity of the technological transformation and expansion project is replaced by two production lines of the enterprise in different natural villages in the same county. The distance between the two natural villages is only 5 or 6 kilometers.
The two production lines are marked in the status list of cement clinker production lines in the province in 2023 as follows: one production line has a kiln diameter of φ 4.8 m, a design capacity of 4500 t/d , and was completed and put into operation in April 2015 (referred to as Line A in the text); A production line with a kiln diameter of φ4.2m and a design capacity of 2500 t/d was completed and put into operation in May 2010 (referred to as Line B in the text). Lines A and B can be regarded as two branch factories of the same enterprise. It is also listed as a serial number in the list. The kiln diameter of the new production line is φ5.2m, the design capacity is 6666 t/d, and the planned ignition and commissioning time is March 2028 (referred to as the new line in the text). The new line is built in the administrative area of Line A. The actual capacity of
Line A and Line B calculated and determined according to the kiln diameter is greater than design capacity. According to the provisions of the capacity replacement method, the capacity index is determined according to the design capacity. Compared with the method of capacity replacement, relying on the existing cement kilns, the implementation of pollution control and emission reduction, energy saving and consumption reduction, collaborative disposal, upgrading of equipment level and other technological transformation projects that do not expand production capacity, as well as the adjustment of local development planning. As a result, the relocation of production facilities that do not belong to the backward production capacity explicitly eliminated by the state (cement projects are strictly limited within the scope of the same city or state) can not formulate the provisions of the capacity replacement plan, and the two production lines should be combined into one, which is regarded as not expanding production capacity. A 7000 t/d production line can be built. The kiln diameter can be calculated as φ5.4m according to the production capacity.
The design capacity of the new line is 6666t/d, which is reduced by 334 t/d. The kiln diameter is also selected to be close to the φ5.2m sequence instead of inserting the calculated φ5.266m. In resolving the serious overcapacity of the cement industry, it can be described as noble character and integrity! The design capacity of 6666t/d of the
new line is composed as follows:
5000 t/d of Line A is used according to 1:1. 2500t/d of Line B is converted to 1666t/d by 1.5: 1, which is combined with the capacity of Line A to 6666t/d. The design capacity of Line
A is 4500t/d on the list. How can replacement plan become 5000t/d, which is consistent with the actual capacity calculated by kiln diameter? The actual capacity of Line B is 2833t/d on the list. How can replacement plan be 2500t/d, which is consistent with the design capacity? When the design capacity and actual capacity of the
two lines are publicized, how can they be so imprecise, giving people the suspicion of being generous! It can be said that the reduction of production capacity, the use of sequence kiln path is not a good fall!
It's better to make it clear. 6666t/d cement clinker production line is combined into one. The capacity composition of the project is as follows:
the design capacity of Line A is less than actual capacity, so the design capacity is taken as 4500t/d; the design capacity of Line B is less than actual capacity, so the design capacity is taken as 2500t/d. The new line is constructed in the administrative area of Line A. The constructable capacity of the new line is 7000 t/d, the design capacity is selected as 6666 t/d, the reduced capacity is 334t/d, and the kiln diameter is selected as φ5.2m, which is 66 mm less than kiln diameter φ5.266m calculated according to the design capacity of 6666 t/d, and 0.2 m less than kiln diameter φ5.4m calculated according to the constructable capacity of 7000 t/d.
