Recently, the Bureau of Ecology and Environment of Guigang City, Guangxi, issued an approval on the environmental impact report form of Huarun (Guigang) high-quality basalt new material base project (major changes). Due to the enterprise's own development needs, the basalt mine project for building stones in Shiniuling, Muzi Town, Gangnan District, Guigang City, Guangxi and the China Resources (Guigang) fine basalt new material base project are integrated into one project for construction, and the name of the integrated project is unified as the China Resources (Guigang) fine basalt new material base project. The total investment of the
project is 2,546.3168 million yuan, and the environmental protection investment is about 27.52 million yuan, accounting for about 1.08% of the total investment of the project.
It is understood that in 2022, Huarun Cement (Guigang) Co., Ltd. won the mining right of basalt mine for construction in Shiniuling, Muzi Town, Gangnan District, Guigang City, Guangxi with more than 1.2 billion yuan . Within the transfer scope of the mining area, the available resources are nearly 300 million tons, of which the basalt ore for building stones is over 240 million tons, the annual production scale is over 9.7 million tons, and the transfer period is 30 years.
The Environmental Impact Report Form (Draft for Approval) of China Resources (Guigang) Fine Basalt New Material Base Project (Major Changes) (hereinafter referred to as the Report Form) and related materials have been received. After study, the reply is as follows:
I. Reply to the original project. Located in Shaping Village, Muzi Town, Gangnan District, Guigang City, Guangxi, the basalt mine project for building stones in Shiniuling, Muzi Town, Gangnan District was approved by the EIA in May 2022 (Gui Huan Shen [2022] No.140), and the project has not yet been exploited and constructed. China Resources (Guigang) Fine Basalt New Material Base Project is located in the west of Shaping Village, Muzi Town, Gangnan District. It was approved by the EIA in October 2022 (Gui Huan Shen [2022] No.322), and the project has not yet started construction.
Due to the needs of the enterprise's own development, the construction unit has changed the content of the original project, integrating the basalt mine project for building stones in Shiniuling, Muzi Town, Gangnan District, Guigang City, Guangxi, and the new basalt material base project of Huarun (Guigang) into one project for construction. The name of the integrated project is unified as the project of Huarun (Guigang) high-quality basalt new material base, and it has been re-filed. According to the Environmental Impact Assessment Law of the People's Republic of China, the EIA documents shall be re-submitted for approval.
2. Basic information of the change project. China Resources (Guigang) Fine Basalt New Material Base Project (Major Changes) The site selection of the mine project remains unchanged, and the main changes are as follows: ① The basalt mine project for building stones in Shiniuling, Muzi Town, Gangnan District, Guigang City, Guangxi and the China Resources (Guigang) Fine Basalt New Material Base Project are integrated into one project for construction. The name of the project after integration is unified as China Resources (Guigang) High-quality Basalt New Material Base Project; (2) 2 # waste dump with a capacity of 9.2779 million m3 is added; (3) a cable transmission pipeline is newly constructed to transport basalt ore after integration; (4) the types of basalt aggregate products are adjusted and the construction of basalt fiber products is cancelled. The construction scale and main construction contents of the project after the
change are as follows: the project consists of mine engineering and cable pipeline engineering. The mining project includes the mining and the construction of the industrial site. The proposed mining is the basalt mine for construction in Shiniuling, Muzi Town, Gangnan District, Guigang City, Guangxi. The mining area is 1.2612 square kilometers. The mining method is open-pit mining. The mining elevation is + 369.1m ~ + 110m. The designed mining scale of basalt is 2,816,900 m3/a (about 8 million t/a), the quantity of surrounding rocks associated with by-products during mining is 600,600 m3/a (about 1,201,200 t/a), the total mining scale is 3,417,500 m3/a, and the total designed service life is 30 years . Auxiliary works such as waste dump and access road to the mining area will also be constructed. The industrial site is located within the turning point of the mining area and at the northeast side of the mining area. It is planned to construct a crushing and processing production line for basalt ore. At the same time, the project plans to build a new cable transmission pipeline for the outward transportation of basalt ore finished products, starting from the north side of the industrial site and ending at the planned Yujiang wharf storage area, with a total length of 13.4km, and plans to set up three transfer stations. The total investment of the
project is 2,546.3168 million yuan, and the environmental protection investment is about 27.52 million yuan, accounting for about 1.08% of the total investment of the project.
The project construction conforms to the national industrial policy and has obtained the record certificate of the Development and Reform Bureau of Gangnan District, Guigang City, Guangxi. The project code is 2209-450803-04-01-571358. It has obtained the mining license of the People's Republic of China, the approval of the State Forestry and Grassland Administration for the use of forest land and the land use pre-examination and site selection opinions issued by the Natural Resources Bureau of Gangnan District of Guigang City. On the basis of implementing the environmental protection measures proposed by the EIA, the project meets the requirements of the ecological environment zoning management and control of Guigang City. After the implementation of the environmental protection measures proposed in the Report Form, the adverse environmental impact of the project can be reduced to an acceptable level for the regional environment. Therefore, it is agreed that your company will follow the nature, scale, location, technology and environmental protection measures of the construction project listed in the Report Form.
