In order to implement the requirements of the Outline for Building a Strong Quality Country and strengthen the quality and safety supervision of key products related to people's health, life and property safety, public safety and ecological environment safety, the General Administration of Market Supervision has formulated the National Catalogue of Quality and Safety Supervision of Key Industrial Products (2024 edition).

The requirements of the General Administration of Market Supervision are as follows:
I. Adhere to the problem-oriented approach and promote the implementation
of the Catalogue. According to the needs of economic and social development, the situation of product quality and safety, and the status of industrial development in the region, the quality and safety supervision catalogue of key industrial products in the region is formulated. Market supervision departments at all levels should focus on the quality of products in the production and circulation fields, reasonably determine the key points, measures and frequency of supervision in accordance with the Catalogue (2024 edition), and implement precise supervision at different levels and classifications.
2. To consolidate the main responsibility and improve the quality and effectiveness
of supervision, market supervision departments at all levels should closely integrate the implementation of the Catalogue (2024 edition) with the main responsibility of quality and safety of compacting industrial product production and sales units, and promote the quality and safety of products in the Catalogue (2024 edition). It is necessary to guide and urge production and sales units to identify product quality and safety risk points, form a specific risk control list in line with the actual situation, refine quality and safety risk control measures, and effectively implement the main responsibility of quality and safety.
3. To strengthen overall coordination and form a joint force
of supervision, market supervision departments at all levels should make comprehensive use of supervision and spot checks, production licenses, compulsory certification, risk monitoring, defect recall, special rectification, quality and technical assistance and other means to effectively improve the effectiveness of product quality and safety supervision in the Catalogue (2024 edition). The General Administration of Market Supervision has incorporated the implementation of key regulatory catalogues into the central quality supervision and assessment, and strengthened follow-up and effectiveness. All provincial market supervision departments are requested to report the quality and safety supervision catalogue of key industrial products in their respective regions to the Quality Supervision Department of the General Administration in a timely manner, and to report the implementation of the Catalogue (2024 Edition) in their respective regions before December 15, 2024, and to report important information at any time.
