On September 14, the Department of Economy and Information Technology of Sichuan Province and the Department of Ecological Environment of Sichuan Province issued the Detailed Rules for the Implementation of Normalized Peak-staggering Production Management of Cement Industry in Sichuan Province (hereinafter referred to as the Detailed Rules). The Rules point out that production lines with tasks such as co-disposal of municipal solid waste and toxic and harmful wastes throughout the year can not carry out peak staggering production, but the cement production load should be reduced appropriately.

The Rules point out that production lines with tasks such as co-disposal of municipal solid waste and toxic and harmful wastes throughout the year can not carry out peak staggering production, but the cement production load should be reduced appropriately. It is mentioned in

the Detailed Rules that different production lines in the same cement production plant can carry out peak-shifting production replacement; the peak-shifting production replacement between different cement production enterprises is limited to the same city (state); the replacement of different kiln production lines and clinker trading volume is converted according to the actual output. Over-stop days beyond the peak-shifting production task of the replaced production line can be used for replacement.

The Rules also specify the requirements for peak staggering production under six conditions, namely, ultra-low emission differentiation, energy efficiency differentiation, special cement differentiation, co-disposal differentiation, comprehensive utilization of resources differentiation, and dense line replacement differentiation. However, the five types of differentiated peak staggering production, including ultra-low emission, energy efficiency level, special cement, co-disposal and comprehensive utilization of resources, can not be superimposed and enjoyed. Cement clinker production lines with heavy pollution weather performance rating of B or below shall not enjoy differential peak staggering production relief.
