Specific implementation includes but is not limited to that the capacity of cement clinker production line used to supplement capacity replacement must be compliant and effective; The capacity replacement ratio shall be no less than 2:1 for cement clinker construction projects located in the key areas of air pollution prevention and control stipulated by the state; For cement clinker construction projects located in non-key areas of air pollution prevention and control, the capacity replacement ratio shall not be less than 1.5: 1, and the cement clinker production line restricted by the national industrial structure adjustment catalogue shall be used as the replacement index and the inter-provincial replacement cement clinker index, and the capacity replacement ratio shall not be less than 2:1 ; The capacity replacement plan of the construction project shall be formulated by the project construction enterprise and submitted to the provincial competent department of industry and information technology at the project construction site for examination and approval, and then publicized and announced. For the replacement of production capacity across provinces, the enterprises that transfer production capacity shall formulate a plan for the transfer of production capacity, which shall be submitted to the competent industrial and information departments at the provincial level for publicity and announcement; In case of trans-provincial replacement, the competent department of industry and information technology at the provincial level in the place of transfer shall verify and confirm the capacity indicators, and announce the basic information of the proposed construction project provided by the enterprise on the portal website. Before publicizing the capacity replacement plan, the competent department of industry and information technology at the provincial level in the place of project construction shall entrust a national industry organization or intermediary agency to hold a replacement hearing.
For the capacity replacement plan of the supplementary capacity project, the emphasis is on the supplement, as long as it is clear where the supplementary capacity comes from, and it is the compliance capacity. Other elements and procedures can and should be appropriately simplified. For example, whether the cross-provincial replacement of production capacity for supplementary projects needs to be the same as new projects, and whether the procedure of holding hearings can be simplified.
Supplementary capacity is essentially the rectification of project capacity scale. As for the other work that needs to be approved by the relevant parties before the (new) filing capacity declaration of the project, it is the "preliminary" work to be carried out after the formulation of the capacity replacement plan.
