Cement industry's latest ultra-low emission policy announced

The Ministry of Ecology and Environment and other five departments jointly issued the Opinions on Promoting Ultra-low Emissions in the Cement Industry, requiring that by the end of 2025, more than 50% of the cement clinker production capacity should be transformed, and by the end of 2028, 80% of the cement clinker production capacity should be transformed. Control indicators include emission concentrations of exhaust particulate matter, sulfur dioxide, nitrogen oxides, etc. Unorganized emissions require effective control facilities, and clean transportation requires the use of railways, waterways and other means of transportation.

Recently, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance and the Ministry of Transport jointly issued the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry.

The Opinion calls for promoting the implementation of ultra-low emission transformation of cement clinker production enterprises (excluding mines) and independent grinding stations (including cement enterprises producing special cement and co-disposing solid waste). By the end of 2025, significant progress will be made in key areas, striving to complete the transformation of 50% of cement clinker production capacity, and large-scale state-owned enterprise groups in the region will basically complete the transformation of organized and unorganized ultra-low emissions; by the end of 2028, cement clinker production enterprises in key areas will basically complete the transformation, and the whole country will strive to complete the transformation of 80% of cement clinker production capacity. Requirements for

control indicators and measures are as follows:

(I) Organized emission control indicators. Under the condition that the reference oxygen content is 10%, The hourly average emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the waste gas from the cement kiln and the waste heat utilization system at the kiln tail shall not be higher than 10 mg/m3 , 35 mg/ m3, 50mg/m3。 Other organized emissions, such as ammonia, which are not specified in the table, shall be implemented according to national or local standards. The average hourly emission concentration of cement enterprises with ultra-low emission in at least 95% of the monthly production time meets the above requirements.

(2) Unorganized emission control measures. Unorganized emission sources such as material storage, material transportation and production process shall adopt effective control facilities such as sealing and sealing on the premise of ensuring safe production. The unorganized emission control facilities and production facilities operate normally synchronously, there is no visible smoke and dust escaping from the dust-producing points and production facilities, and the plant area is clean and clean without dust accumulation.

(3) Requirements for clean transportation. The proportion of raw materials and fuels transported in and out of enterprises by clean means such as railways, waterways, pipelines, tubular belt conveyors and belt corridors shall not be less than 80%; for enterprises that fail to meet the requirements, all vehicles transported by new energy or vehicles meeting the sixth national emission standard shall be used. Enterprises in key regions where the proportion of clean transportation of raw materials and fuels is less than 80% will be replaced by new energy vehicles (the proportion of new energy vehicles will not be less than 60% by the end of 2025), while all other raw materials and fuels will be replaced by new energy vehicles or vehicles with the Sixth National Emission Standard. Clean transportation is preferred for product transportation, and new energy or national six emission standard vehicles are used for all automobile transportation. New energy transport vehicles are used in the plant (by the end of 2025, the sixth national emission standard vehicles can be used). In principle, non-road mobile machinery uses new energy, and those without corresponding products meet the fourth and above national emission standards (by the end of 2025, non-road mobile machinery can adopt the third national emission standards).
