In order to scientifically and accurately carry out heavy pollution weather response and improve the level of green development of enterprises, according to the Ministry of Ecology and Environment's "Technical Guidelines for Emergency Emission Reduction Measures in Key Industries of Heavy Pollution Weather (Revised Edition 2020)" and the relevant requirements of supplementary explanations. In strict accordance with the procedures, the Department of Ecology and Environment of Hunan Province carried out the performance rating of key industries with heavy pollution weather in 2023. After self-declaration by enterprises, preliminary examination by municipalities and prefectures, provincial data review and on-site verification, 36 new A-level, B-level and performance-leading enterprises were added in 2023.
Among them, three cement enterprises are A-level, namely Qiyang Conch Cement Co., Ltd., Lianyuan Conch Cement Co., Ltd., and Hunan Yiyang Conch Cement Co., Ltd; Five Class B cement enterprises are Hunan Liuyang Southern Cement Co., Ltd., Hunan Shaofeng Southern Cement Co., Ltd., Shaoyang Yunfeng New Energy Technology Co., Ltd., Hunan Yunfeng Cement Co., Ltd., and Hunan Changde Southern Cement Co., Ltd. The performance classification list of key industries in
heavily polluted weather will be dynamically adjusted according to the performance level of enterprises in pollution control, and the enterprises found to have fraudulent declaration materials, or found to fail to meet the requirements of the corresponding level indicators in the supervision of ecological environmental protection and daily law enforcement, or failed to meet the requirements during the period of heavily polluted weather. If the deep treatment and transformation are completed and the performance level of pollution control is improved, the change application can be put forward.
