The circular aims to promote key energy-using units to improve energy efficiency and carry out energy efficiency diagnosis. The NDRC requires local governments to evaluate the energy efficiency of key energy-consuming enterprises in order to promote energy conservation, emission reduction and green development. This is an important measure for China to strengthen energy management and promote green and low-carbon transformation.

In order to fully implement the spirit of the 20th National Congress of the CPC, conscientiously implement the decision-making and deployment of the CPC Central Committee and the State Council, carry out energy efficiency diagnosis of key energy-using units, support special actions for energy conservation and carbon reduction in different fields and industries, speed up the transformation of energy conservation and carbon reduction and the renewal of energy-using equipment, and promote the completion of the "14th Five-Year Plan" energy consumption intensity reduction binding targets. The General Office of the National Development and Reform Commission issued the Notice on Deeply Developing Energy Efficiency Diagnosis of Key Energy-using Units (FGBHZ [2024] No.395, hereinafter referred to as the Notice).

The Circular defines the working objectives of energy efficiency diagnosis for key energy-using units, focusing on four key tasks, namely, establishing energy-saving management files for key energy-using units, finding out the energy efficiency level of key areas and industries, finding out the energy efficiency level of major energy-using equipment, forming energy-saving and carbon-reducing transformation, and reserving energy-using equipment renewal projects. Report on energy utilization status of key energy-using units, energy conservation supervision and law enforcement, third-party energy audit and diagnostic services, and online monitoring of energy consumption. The Notice puts forward requirements for strengthening organization and implementation, defining working time limit, strengthening application of results, strict supervision and management, and strengthening publicity and promotion.

Next, the National Development and Reform Commission, together with relevant departments, will promote all regions, relevant industries and key energy-using units to implement the requirements of the Notice, tap the potential of energy conservation and carbon reduction in key industries in key areas, and provide strong support for vigorously promoting energy conservation and carbon reduction actions and actively and steadily promoting carbon peak and carbon neutralization. At a time when the

industry is facing severe challenges, it is of immeasurable strategic significance and practical utility to actively promote the upgrading of large-scale production equipment and actively promote the energy-saving technological innovation and environmental protection upgrading and transformation of the cement industry, so as to enhance the core competitiveness of cement enterprises and realize the grand blueprint of sustainable development of the industry.
