On May 15, the Department of Ecology and Environment of Ningxia Hui Autonomous Region issued the Notice on Promoting the Implementation of Ultra-low Emission Transformation in Iron and Steel, Cement and Coking Industries (Draft for Opinions). Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry (hereinafter referred to as Opinions) were issued in the
announcement. It is clear in
the Opinions that

entering and leaving enterprises transported by clean means such as railways, waterways, pipelines, tubular belt conveyors and belt corridors should not be less than 80%
. Strictly implement the policy of capacity replacement, strengthen the control of excess capacity, and resolutely curb new cement production capacity. Effective measures
shall be taken to control ammonia escape, and the ammonia water consumption for denitration shall be less than 3. High efficiency dust removal technologies such as bag type and electric bag composite type shall be adopted for dust removal.

We will strive to complete the transformation of 50% of the cement clinker production capacity in the whole region, and basically complete the organized and unorganized ultra-low emission transformation of state-owned enterprise groups in the region; by the end of 2028, the cement clinker production enterprises in the whole region will basically complete the transformation.
2. Requirements
for indicators (1) Meet the requirements of local standards. Cement enterprises shall strictly implement the Emission Standard of Air Pollutants for Cement Industry (DB64/1995-2024) of the Autonomous Region before the completion of ultra-low emission transformation. New enterprises shall implement the emission control requirements of air pollutants stipulated in local standards from May 4, 2024, and existing enterprises from January 1, 2025. We will promote the construction of new reconstruction and expansion (including relocation) cement projects at ultra-low emission levels.
(2) Meet the ultra-low emission requirements. Ultra-low emission of cement enterprises refers to the organized and unorganized emission of air pollutants in all production links and the transportation process to meet the requirements of ultra-low emission. Production links include mining and transportation, crushing, grinding, batching, clinker calcination, drying, co-processing, and storage and transportation of materials and products. The control indicators and measures are as follows.
1. under the condition that the reference oxygen content is 10%, The hourly average emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the waste gas from the cement kiln and the waste heat utilization system at the kiln tail shall not be higher than 10 mg/m3 , 35 mg/ m3, 50mg/m3。 See Attached Table 1 for other specific indicators of organized emission, and local standards shall be implemented for those not specified in other tables. 2. Unorganized emission sources such as material storage, material transportation and production process shall adopt effective control facilities such as sealing and sealing on the premise of ensuring safe production. The unorganized emission control facilities and production facilities operate normally synchronously, there is no visible smoke and dust escaping from the dust-producing points and production facilities, and the plant area is clean and clean without dust accumulation. See Schedule 2 for specific requirements. 3.The proportion of transportation of raw materials and fuels in
and out of the enterprise by clean means such as railway, waterway, pipeline, tubular belt conveyor and belt corridor shall not be less than 80% ; for enterprises that fail to meet the requirements, all vehicles shall be new energy or vehicles meeting the sixth national emission standard. Clean transportation is preferred for product transportation, and new energy or national six emission standard vehicles are used for all automobile transportation. New energy transport vehicles are used in the plant (by the end of 2025, the sixth national emission standard vehicles can be used). In principle, non-road mobile machinery uses new energy, and those without corresponding products meet the fourth and above national emission standards (by the end of 2025, non-road mobile machinery can adopt the third national emission standards).
4. Enterprises that implement ultra-low emission transformation should prove that they meet the requirements of ultra-low emission steadily by comprehensively strengthening the construction of automatic monitoring, process monitoring and video monitoring facilities for pollutant discharge, including the following measures: installing automatic monitoring facilities, networking with ecological environment departments and checking and accepting them. Automatic monitoring of ammonia pollution factor shall be added to the waste heat utilization system of cement kiln and kiln tail; distributed control system (DCS) shall be installed for main production equipment and pollution control facilities, and high-definition video monitoring facilities shall be installed for key links; a plant-wide environmental management and control platform shall be built to record the operation of monitoring and control facilities related to organized and unorganized emissions, as well as clean transportation; The data of automatic monitoring and DCS system shall be kept for at least five years, and the data of high-definition video monitoring shall be kept for at least one year. See Attached Tables 3 and 4 for specific requirements.
3. Key tasks
(1) Optimizing and adjusting the industrial structure. Strictly implement the policy of capacity replacement, strengthen the control of excess capacity, and resolutely curb new cement production capacity. We will implement the Catalogue of Guidance for Industrial Structure Adjustment (2024 edition), the Catalogue of Guidance for Industrial Structure Adjustment of Energy Consumption Dual Control in Ningxia Hui Autonomous Region (Trial Implementation), and the Implementation Plan for the Integration and Withdrawal of High Consumption and Low Efficiency Capacity in the Industrial Sector of the Autonomous Region from 2022 to 2025 (No.2, 2022). Eliminate backward production capacity in accordance with the law and regulations through comprehensive means. Enterprises or facilities listed in the phase-out plan no longer require the implementation of ultra-low emission transformation.
(2) Implementing ultra-low emissions in an orderly manner. Mature and applicable environmental protection technologies shall be selected according to the manufacturing conditions of the plant. To strengthen source control, cement kilns are equipped with low-nitrogen burners, low-nitrogen combustion technologies such as staged combustion and fine control of oxygen content in other decomposition furnaces are adopted, and combined denitrification technologies such as selective non-catalytic reduction (SNCR) and selective catalytic reduction (SCR) are adopted for kiln tail waste gas. Effective measures shall be taken to control ammonia escape, and the ammonia water consumption for denitration shall be less than 3. High efficiency dust removal technologies such as bag type and electric bag composite type shall be adopted for dust removal.
On the premise of ensuring safe production, effective control measures such as sealing and sealing are adopted for unorganized emission control. Material storage methods such as mechanized stock yards, silos and circular warehouses are encouraged, and waste gas collection facilities are rationally allocated at dust-producing points according to the principle of "collecting all the receivables", so as to optimize the air volume collected. Optimize the process flow, reduce the transfer links, reduce the material drop and shorten the transportation distance; the feeding devices of the crusher and mill shall be sealed or closed for dust prevention. Promote the ecological restoration of cement enterprises and the construction of green mines.
Strengthen the transformation of clean transportation, give priority to railway transportation for medium and long distance transportation, encourage and support enterprises to effectively increase railway transport capacity by building or utilizing existing special railway lines and connecting with trunk lines; For short-distance and in-plant transportation of materials, closed pipelines, tubular belt conveyors, belt corridors or new energy vehicles are preferred. Enterprises should equip full-time personnel to strengthen transportation management, build access control and video surveillance systems, and establish electronic accounts for transport vehicles entering and leaving the factory, transport vehicles in the factory and off-road mobile machinery. (3) Promoting pollution reduction and carbon reduction as a whole. Enterprises are encouraged to carry out pollution reduction, carbon reduction and cleaner production transformation as a whole in the process of ultra-low emission transformation, and actively explore the technology of coordinated control of pollutants and greenhouse gases. Promote the substitution of non-carbonate raw materials. On the premise of ensuring the quality of cement products, increase the proportion of limestone replaced by waste residue resources, and comprehensively reduce the emission of carbon dioxide in the cement production process; increase the proportion of industrial wastes such as slag and fly ash, and reduce the clinker coefficient. Improve the quality and application level of cement products, and promote the reduction of cement use. We will actively promote fuel substitution and use cement kilns to co-dispose of solid waste to replace coal. For enterprises that use independent heat sources for drying, we will encourage the use of clean energy such as natural gas, electricity and purified gas. Strictly implement the energy consumption quota requirements of the cement industry, clear the clinker production capacity below the energy efficiency benchmark level within the prescribed time limit, and eliminate the capacity integration and withdrawal enterprises in the Implementation Plan for the Integration and Withdrawal of High Consumption and Low Efficiency Production Capacity in the Industrial Industry of the Autonomous Region from 2022 to 2025 on schedule. We will accelerate the promotion of energy-saving technical equipment such as low-resistance cyclone preheaters, high-efficiency firing, high-efficiency grate coolers and high-efficiency energy-saving grinding.
(4) Improving the level of environmental management. Establish and improve the environmental protection management organization of enterprises. Establish management systems for overhaul and maintenance of environmental protection facilities, environmental monitoring, environmental protection supervision and assessment, and environmental protection contingency plan of enterprises. In accordance with the requirements of the technical specifications for pollutant discharge permits, the environmental management account shall be recorded in a standardized, accurate and complete manner, and the operation of production facilities and pollution control facilities shall be truthfully reflected.
Strengthen the management of ultra-low emission operation. Ensure the synchronous operation of cement clinker production and denitration system, and make records of denitration agent procurement, daily inspection of consumption and maintenance of spray gun. Effective measures such as reasonable control of denitration agent dosage, optimization of reaction temperature, reaction interval and residence time were taken to control ammonia escape.Regular inspection of the operation of unorganized emission facilities can achieve precise control of unorganized emissions through intelligent and digital construction. The flue gas bypass shall be completely dismantled, cut off and physically isolated. If it is really necessary to retain it for safe production, it shall be closed and sealed in non-emergency situations, and supervision shall be strengthened by installing automatic monitoring equipment and flowmeters. Inductive valves are encouraged to be installed in the bypass, and signals such as valve opening status and opening are connected to the central control system, and historical records are kept. At a time when the
industry is facing severe challenges, it is of immeasurable strategic significance and practical utility to actively promote the upgrading of large-scale production equipment and actively promote the energy-saving technological innovation and environmental protection upgrading and transformation of the cement industry, so as to enhance the core competitiveness of cement enterprises and realize the grand blueprint of sustainable development of the industry.
