Recently, the Chongqing Economic and Credit Commission issued the "Chongqing Material Industry Carbon Peak Implementation Plan" (hereinafter referred to as the "Plan"). The main objectives of the
Plan are as follows:
during the "14th Five-Year Plan" period, the industrial structure of iron and steel, non-ferrous metals and building materials in the city will be significantly optimized, energy-saving and low-carbon technologies in the industry will be continuously promoted, and the energy consumption and carbon emission intensity per unit product of key varieties will be further reduced. The comprehensive energy consumption per unit product of cement clinker will be reduced by more than 3%. The proportion of production capacity above the benchmark level of energy efficiency in key areas such as ironmaking, steelmaking, ferroalloy smelting, aluminium smelting, cement manufacturing, flat glass, building ceramics and sanitary ceramics will reach 30%. During
the "15th Five-Year Plan" period, the energy consumption structure of iron and steel, non-ferrous metals and building materials industries in the whole city has been greatly improved, and the overall energy efficiency level of key industries has been continuously improved. On the basis of achieving the carbon peak in the industrial field, the carbon neutralization capacity has been strengthened to ensure that the iron and steel, non-ferrous metals and building materials industries will achieve the carbon peak by 2030.
The key contents related to the cement industry are as follows:
strictly implement the capacity replacement policy of the cement industry, resolutely curb new production capacity in violation of regulations, and in principle, no new independent cement grinding will be added.
Implementing the work requirements of normal peak staggering production of cement, strengthening the regional linkage between Sichuan and Chongqing, improving the policy of differentiated peak staggering production in Sichuan and Chongqing, strengthening the liaison mechanism of peak staggering production, urging the competent departments in various regions to carry out supervision and inspection of peak staggering production, optimizing the implementation mode of peak staggering production of cement, and promoting the implementation of peak staggering production. Explore production by scheduling and production by carbon. Cement enterprises
are encouraged to develop high-quality cement and special cement, prolong their service life and reduce the consumption of cement clinker.
Support enterprises to use cement kilns to dispose of solid waste harmlessly and cooperatively.
Supporting enterprises to strengthen the research and application of low-carbon raw material substitution technology, encouraging them to increase the proportion of solid waste resources substitution in cement raw materials on the premise of ensuring the quality of cement products and the discharge of pollutants up to the standard, and intensifying the research and development of low-calcium and non-calcium cementitious clinker systems.
The cement industry has accelerated the breakthrough of technical difficulties in energy saving and consumption reduction, and promoted the popularization and application of energy-saving technology and equipment.
We will increase the research and development, popularization and application of kiln carbon capture technology, carbon dioxide resource utilization and storage technology in building materials industries such as cement kiln flue gas carbon capture and purification, and accelerate the reduction of production and operation costs. Superior enterprises
are encouraged to integrate inefficient production capacity in the city through market-oriented mergers and reorganizations, and gradually withdraw from cement clinker production lines of 2500 tons per day or less (except special cement).
Make high-quality cement, special cement for airport runway, high-speed railway and other projects, and special cement with low heat, low alkali and expansion.
We will support the development of potash extraction coupling fuel substitution technology in cement production, support the expansion of the application field and scope of cement products, and actively develop downstream products such as ready-mixed mortar, high-performance concrete and functional concrete. Calcium carbide slag, paper sludge, desulfurization gypsum, metallurgical slag tailings, waste incineration fly ash and other low-carbon raw materials are
encouraged to replace limestone as raw materials for cement production, so as to reduce the consumption of limestone in cement production.
Encourage the continuous reduction of clinker coefficient through deep processing technology of various admixtures, increase the proportion of admixtures in cement, and focus on the development of green cement such as low clinker cement and waste cement. We
will support the coordinated disposal of urban construction solid waste, domestic waste, sludge, red mud, electrolytic manganese slag and agricultural and forestry wastes by cement kilns and brick kilns.
The cement industry will promote energy-saving technologies such as low-resistance and high-efficiency preheating and precalcining systems, the fourth generation of grate coolers, modular energy-saving or multi-layer composite kiln linings, aerogel, kiln expert optimization intelligent control systems, and the transformation of preparation systems such as graded high-efficiency grinding, vertical mill/roller press high-efficiency material bed finish grinding, vertical mill coal mill, etc. Promote the development and industrial application technology of cement carbonation active clinker. At a time when the
industry is facing severe challenges, it is of immeasurable strategic significance and practical effectiveness to actively promote the upgrading of production equipment, promote energy-saving technological innovation and environmental protection upgrading and transformation of the cement industry, so as to enhance the core competitiveness of cement enterprises and achieve sustainable development of the industry.
To this end, China Cement Network will hold the 11th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference-Equipment Renewal Forum in Nanjing, Jiangsu Province on June 13-14 .
