In order to comprehensively promote the construction of a beautiful China and accelerate the modernization of harmonious coexistence between man and nature, the following suggestions are put forward.
1. Since the 18th National Congress of the CPC, the CPC Central Committee, with Comrade Xi Jinping as its core, has placed the construction of ecological civilization in a prominent position in the overall work, strengthened the protection of the ecological environment in an all-round, regio nal and whole process, and promoted the construction
of a beautiful China in an all-round way. It has achieved a major transformation from key renovation to systematic governance, from passive response to active action, from participants in global environmental governance to leaders, from practical exploration to scientific theoretical guidance, and has made great strides in the construction of a beautiful China.
At present, China's economic and social development has entered a stage of high-quality development of accelerating greening and low-carbon, the construction of ecological civilization is still in a critical period of overlapping pressures and moving forward with heavy burdens, the structural, root and trend pressures of ecological environment protection have not been fundamentally alleviated, and the endogenous motive force of green transformation of economic and social development is insufficient. The foundation for the steady improvement of ecological environment quality is not yet solid, the trend of ecosystem degradation in some regions has not been fundamentally reversed, and the task of building a beautiful China is still arduous. On the new journey, we must put the construction of beautiful China in a prominent position in the construction of a strong country and national rejuvenation, maintain the strategic determination to strengthen the construction of ecological civilization, unswervingly follow the path of civilized development of production development, affluent life and good ecology, and build a beautiful home with blue sky, green land and clear water.
2. Overall requirements for
comprehensively promoting the construction of a beautiful China should be guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, especially Xi Jinping's ecological civilization ideology, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment of the National Conference on Eco-environmental Protection, and promote the construction of a beautiful China. The main objectives are: by 2027, green and low-carbon development will be further promoted, the total discharge of major pollutants will continue to decrease, the quality of the ecological environment will continue to improve, the pattern of land and space development and protection will be optimized, the service function of the ecosystem will be continuously enhanced, the living environment of urban and rural residents will be significantly improved, and the national ecological security will be effectively guaranteed. The ecological environment governance system has become more sound, forming a number of practical models, and the construction of beautiful China has achieved remarkable results. By 2035, green production and lifestyle will be widely formed, carbon emissions will decline steadily after peaking, the ecological environment will be fundamentally improved, a new pattern of land and space development and protection will be formed in an all-round way, the stability and sustainability of ecosystem diversity will be significantly improved, the national ecological security will be more stable, the modernization of ecological environment governance system and governance capacity will be basically realized, and the goal of beautiful China will be basically realized. Looking forward to the middle of this century, ecological civilization will be improved in an all-round way, green development mode and lifestyle will be formed in an all-round way, deep decarbonization will be achieved in key areas, the ecological environment will be healthy and beautiful, the modernization of ecological environment governance system and governance capacity will be realized in an all-round way, and a beautiful China will be built in an all-round way.
Anchoring the goal of building a beautiful China, we should adhere to precise pollution control, scientific pollution control and pollution control according to law. According to the new needs of high-quality economic and social development and the new expectations of the people for the improvement of the ecological environment, we should intensify our efforts to solve the outstanding ecological environment problems and accelerate the improvement of the ecological environment quality from quantitative change to qualitative change. -Construction of the whole region. According to local conditions, we should promote the construction of beautiful China step by step, show the magnificent scenery of the western part of Damei, the vast scenery of the northeast, the beautiful mountains and rivers of the central part, and the beautiful charm of the harmonious eastern part, so as to create a beautiful and colorful construction plate of beautiful China with different characteristics.

3. Accelerating the green transformation
of development mode (1) Optimizing the pattern of land and space development and protection. We will improve the system of main functional areas, improve the territorial spatial planning system, and coordinate and optimize the spatial layout of agriculture, ecology, cities and towns. Stick to the red line of ecological protection, strengthen law enforcement, supervision and protection and restoration, so that the area of the red line of ecological protection in China will remain above 3.15 million square kilometers. We will firmly adhere to the red line of 1.8 billion mu of cultivated land and ensure that the cultivated land that can be used steadily for a long time will not be reduced. Strictly control the boundaries of urban development and promote the intensive and green development of urban space. Strict control of shoreline space in river and lake waters. We will strengthen the management and control of marine and coastal land and space, establish a withdrawal mechanism for inefficient use of the sea, and no new reclamation will be added except for major national projects. We will implement the carbon peak action step by step in a planned way, strive to achieve the carbon peak by 2030, and lay the foundation for striving to achieve carbon neutrality by 2060. Insist on establishing first and then breaking, speed up the planning and construction of a new energy system, and ensure energy security. We will focus on controlling the consumption of fossil energy such as coal, strengthen the clean and efficient use of coal, vigorously develop non-fossil energy, and accelerate the construction of a new power system. National GHG inventories are prepared on an annual basis. (Three) promote green and low-carbon development in key areas. We will promote the deep integration of industrial digitalization, intellectualization and greening, accelerate the construction of a modern industrial system supported by the real economy, and vigorously develop strategic emerging industries, high-tech industries, green environmental protection industries and modern service industries. We will strictly control access and resolutely curb the blind launching of projects with high energy consumption, high emissions and low levels. We will vigorously promote the upgrading of traditional industrial processes, technologies and equipment, achieve green and low-carbon transformation, and implement cleaner production projects. We will accelerate the transformation of existing buildings and municipal infrastructure for energy conservation and carbon reduction, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. We will vigorously promote "public transit railway" and "public transit water", speed up the construction of special railway lines, and improve the level of clean transportation of bulk goods. We will promote the green transformation of railway stations, civil airports, port terminals and logistics parks, and the electrification of railways, and promote the large-scale application of ultra-low and near-zero emission vehicles and the clean and low-carbon application of off-road mobile machinery. By 2027, new energy vehicles will account for 45% of the newly added vehicles, old diesel locomotives will be basically eliminated, and the volume of container transportation between iron and water at ports will maintain rapid growth; by 2035, the proportion of railway freight turnover in total turnover will reach about 25%.
(4) Promoting the conservation and intensive use of various resources. We will implement a comprehensive conservation strategy and promote energy conservation, water conservation, land conservation, material conservation and mine conservation. We will continue to deepen energy conservation in key areas and strengthen the management of energy use in new infrastructure. Deeply implement the national water-saving action, strengthen the double control of total water use and intensity, improve the efficiency of water use in key water-using industries and products, actively promote the utilization of sewage resources, and strengthen the allocation and utilization of unconventional water sources.We will improve the system of economical and intensive use of land and promote land-saving technologies and models. Establish green manufacturing system and service system. Carry out actions to improve the quality and efficiency of comprehensive utilization of resources. We will accelerate the construction of a waste recycling system and promote the recycling of waste wind turbine blades, photovoltaic modules, power batteries, express packaging and other wastes. We will promote the conservation of raw materials and the recycling of resources, and vigorously develop the remanufacturing industry. We will comprehensively promote the construction of green mines. By 2035, the efficiency of energy and water resources utilization will reach the international advanced level.
4. Continue to further promote pollution prevention and control
(5) Continue to fight the battle of defending the blue sky. With Beijing-Tianjin-Hebei and its surrounding areas, Yangtze River Delta, Fenwei Plain and other key areas as the main battlefield, and fine particulate matter control as the main line, we will vigorously promote coordinated emission reduction of multiple pollutants. Strengthen the comprehensive treatment of volatile organic compounds and implement the source substitution project. High-quality promotion of ultra-low emission transformation of key industries such as iron and steel, cement, coking and coal-fired boilers. Measures such as clean energy and central heating substitution should be taken according to local conditions to continue to promote pollution control of bulk coal, coal-fired boilers and industrial furnaces. Total coal consumption control will continue to be implemented in key regions. We will study and formulate emission standards for motor vehicles in the next stage, carry out research on oil quality standards in the new stage, and strengthen joint supervision and law enforcement by departments. We should strengthen regional joint prevention and control, and deepen the performance classification of key industries in heavy pollution weather. Continue to implement noise pollution prevention and control actions. Efforts should be made to solve the pollution problems of odor and cooking fumes. Strengthening the environmental management of ozone-depleting substances and hydrofluorocarbons. By 2027, the average concentration of fine particulate matter in China will be reduced to less than 28 micrograms per cubic meter, and cities at and above the prefectural level will strive to meet the standard. By 2035, the concentration of fine particulate matter in China will be reduced to less than 25 micrograms per cubic meter, so that the air will always be fresh and the sky will always be blue.
(Six) continue to fight the battle of defending the clear water. We will coordinate the management of water resources, water environment and water ecology, further promote the protection and management of major rivers and lakes such as the Yangtze River and the Yellow River, and optimize and adjust the water function zoning and management system. We will firmly promote the standardization of water sources and the construction of standby water sources. The investigation and regulation of sewage outlets into rivers and seas have been basically completed, and the monitoring and supervision system of sewage outlets has been established in an all-round way. Promote the performance classification of sewage treatment and discharge level of enterprises in key industries. We will accelerate the completion of urban sewage collection and treatment facilities, build a model area with full coverage of urban sewage pipe network, strengthen the harmless treatment and resource utilization of sludge, and build a green low-carbon benchmark plant for sewage treatment. Endogenous pollution control and ecological restoration should be carried out according to local conditions to basically eliminate black and odorous water bodies in urban and rural areas and form a long-term mechanism. Establish a water ecological assessment mechanism, strengthen the protection and restoration of water conservation areas and ecological buffer zones, strengthen the unified regulation of water resources, and ensure the ecological flow of rivers and lakes. We should adhere to the overall planning of land and sea and the linkage between rivers and seas, and continue to promote the comprehensive management of key sea areas. Taking the bay as the basic unit, "one bay, one policy" will coordinate the prevention and control of pollution in coastal waters, ecological protection and restoration, and the improvement of coastal environment, so as to continuously improve the quality and stability of important marine ecosystems such as mangroves. Strengthen the improvement of mariculture environment. Actively respond to ecological disasters such as cyanobacteria blooms, red tides and green tides. We will promote the removal of floating water in rivers, lakes and reservoirs and the treatment of marine garbage. By 2027, 90% of the surface water and 83% of the coastal waters will be of good quality, and 40% of the beautiful rivers, lakes and bays will be completed. By 2035, the beautiful rivers, lakes and bays of "harmony between man and water" will be basically completed.
(7) Continue to fight the battle of defending the Pure Land in depth. We will carry out prevention and control actions at the source of soil pollution, strictly prevent new pollution, and gradually solve the problem of serious soil and groundwater pollution accumulated over a long period of time. We will strengthen the protection of priority cultivated land, firmly promote the safe use of polluted cultivated land and risk control, and promote the traceability and full coverage of heavy metal pollution in agricultural land in stages. Strengthen the joint supervision of the change of construction land use and the risk control of contaminated land according to law, and promote the risk control and remediation of large-scale contaminated sites. We will comprehensively monitor the soil and groundwater environment around key regulatory units for soil pollution, and conduct the second national survey of soil pollution in a timely manner. We will carry out a nationwide survey and assessment of groundwater pollution, strengthen environmental protection of groundwater drinking water sources, and strictly control environmental risks in key areas of groundwater pollution prevention and control. Deeply fight the battle of agricultural and rural pollution control. By 2027, the safe utilization rate of polluted farmland will reach more than 94%, and the safe utilization of construction land will be effectively guaranteed; by 2035, the proportion of I-IV groundwater at national control points will reach more than 80%, and the risk of soil environment will be comprehensively controlled.
(Eight) strengthen the treatment of solid waste and new pollutants. Accelerate the construction of "waste-free cities", continue to promote the action of new pollutant control, and promote the realization of "waste-free" and environmental health in urban and rural areas. Strengthen the comprehensive treatment of solid waste, limit excessive packaging of commodities, and control plastic pollution in the whole chain. We will deepen the comprehensive prohibition of the entry of "foreign garbage" and strictly prevent the smuggling and disguised import of all forms of solid waste. Strengthen the supervision, utilization and disposal capacity of hazardous wastes, and strengthen the pollution control of tailings reservoirs with emphasis on the Yangtze River Economic Zone and the Yellow River Basin. To formulate regulations on environmental risk management of toxic and harmful chemicals. By 2027, the proportion of "waste-free cities" will reach 60%, and the intensity of solid waste generation will be significantly reduced; by 2035, the construction of "waste-free cities" will be fully covered, and the eastern provinces will take the lead in building "waste-free cities" in the whole region, and the environmental risks of new pollutants will be effectively controlled.
5. Enhancing the stability and sustainability
of ecosystem diversity (9) Building a strong natural ecological barrier. We will stabilize the national ecological security barrier and promote the protection and construction of key national ecological function areas and important ecological corridors. We will comprehensively promote the construction of a nature reserve system with national parks as the main body, and complete the integration and optimization of nature reserves throughout the country. Implement the national natural ecological resources monitoring, evaluation and early warning project. We should strengthen the construction of ecological protection and restoration supervision system and strengthen unified supervision. Strict supervision of owners, developers and even regulators, timely detection and investigation of all kinds of ecological damage incidents, and resolutely put an end to formalism in ecological restoration. We should strengthen the monitoring and assessment of ecological conditions and carry out the assessment of the effectiveness of ecological protection and restoration. We will continue to promote the "Green Shield" nature reserve to strengthen supervision and establish a supervision mechanism for ecological damage to the red line of ecological protection. By 2035, the national park system will be basically completed, the ecosystem pattern will be more stable, and the beautiful mountains and rivers will be full of vitality.
(10) Implementing integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand. We will accelerate the implementation of major projects to protect and restore important ecosystems, and promote the recuperation of grasslands, forests, rivers, lakes and wetlands. We will continue to implement the integrated protection and restoration project of mountains, rivers, forests, fields, lakes, grass and sand. We will scientifically carry out large-scale land greening actions, intensify the protection and restoration of grasslands and wetlands, strengthen the comprehensive control of desertification, rocky desertification and soil erosion, comprehensively implement sustainable forest management, and strengthen forest and grassland fire prevention and control. Focus on the sand sources and transmission paths affecting Beijing and other key areas, continue to promote the construction of the "Three North" project and the control of the sources of wind and sand in Beijing and Tianjin, and make every effort to fight the three landmark battles. By 2035, the national forest coverage rate will increase to 26%, the soil and water conservation rate will increase to 75%, and the ecosystem will basically achieve a virtuous circle.
(11) Strengthen biodiversity conservation. We will strengthen the coordinating role of the coordination mechanism for biodiversity conservation, implement the "Kunming-Montreal Global Biodiversity Framework", update China's biodiversity conservation strategy and action plan, and implement major biodiversity conservation projects. 6. Keeping the bottom line
of building a beautiful China (12) Improving the national ecological security system. Implementing the overall concept of national security, improving the coordination mechanism of national ecological security work, strengthening cooperation with economic security, resource security and other fields, improving the legal system, strategic system, policy system and response management system of national ecological security, and enhancing the risk assessment, monitoring and early warning, emergency response and disposal of national ecological security. (Thirteen) ensure nuclear and radiation safety. (Fourteen) strengthen biosafety management. We will strengthen the detection, identification, assessment and monitoring of environmental risks of biotechnology and its products. Strengthen the whole chain of prevention and control and system management, and improve the biosafety supervision, early warning, prevention and control system. Strengthen pest control. We will carry out a general survey, monitoring and early warning, and impact assessment of alien invasive species, and strengthen the quarantine of imported animals and plants and the prevention and control of alien invasive species. We should improve the protection and utilization system of germplasm resources and strengthen the protection and management of biological genetic resources.
(Fifteen) effectively respond to the adverse effects and risks of climate change. We should attach equal importance to mitigation and adaptation, and vigorously enhance the ability to adapt to climate change. We should strengthen the construction of climate change observation network, strengthen monitoring, forecasting, early warning and impact risk assessment. We will continue to enhance climate resilience in agriculture, health and public health, and strengthen climate risk management for infrastructure and major projects. We should deepen the construction of climate adaptive cities, promote the construction of sponge cities, and strengthen regional adaptation to climate change. (16) Strict prevention and control of environmental risks. We should adhere to the principle of prevention and strengthen the normal management of environmental risks. We will improve the national environmental emergency response system and mechanism, improve the environmental emergency response responsibility system with hierarchical responsibility, territorial-based responsibility and departmental coordination, and improve the upstream, downstream and cross-regional emergency response linkage mechanism. We will strengthen the investigation and risk prevention and control of potential environmental hazards in key areas such as hazardous wastes, tailings reservoirs and heavy metals, as well as in jurisdictional sea areas and border areas. We will improve the system of environmental health monitoring, investigation and risk assessment.
7. Build a model
for building a beautiful China (17) Build a pioneer area for building a beautiful China.Focus on regional coordinated development strategy and major regional strategies, strengthen green development cooperation, and create a green development highland. We will improve the mechanism for coordinated protection of the ecological environment in the Beijing-Tianjin-Hebei region, accelerate the construction of demonstration zones for ecological environment restoration and improvement, and promote the construction of a model city for green development in Xiongan New Area. In the process of implementing the development strategy of the Yangtze River Economic Zone, we should insist on joint protection and build a green development demonstration belt with harmonious coexistence between man and nature. We will deepen the convergence of rules and mechanisms in the field of ecological environment in the Great Bay Area of Guangdong, Hong Kong and Macao, and jointly build an international first-class beautiful Bay Area. We will deepen the institutional innovation of joint governance and integration in the Yangtze River Delta region and build a beautiful Yangtze River Delta at a high level. We should adhere to the principle of determining the city by water, the land by water, the people by water and the production by water, and build a pioneer area for ecological protection and high-quality development in the Yellow River Basin. Deepening the construction of national ecological civilization pilot area. (18) Building a beautiful city. We should adhere to the people's urban construction and the people's city for the people, and promote the construction of beautiful cities oriented by green, low-carbon, beautiful environment, livable ecology, safety, health, wisdom and efficiency.
