In order to implement the spirit of the Notice of the Ministry of Ecology and Environment of the Ministry of Industry and Information Technology on Further Improving the Normalized Peak-Staggered Production of Cement (Ministry of Industry and Information Technology Lianyuan [2020] 201), The Department of Industry and Information Technology of the Autonomous Region, the Department of Ecological Environment of the Autonomous Region, the Bureau of Industry and Information Technology of the Corps and the Bureau of Ecological Environment of the Corps jointly issued the Notice on Issuing the Cement Peak-Staggered Production Plan from 2023 to 2024 (Xin Gong Xin Building Materials [2023] No.4, hereinafter referred to as the Notice).
In accordance with the requirements of the Notice, the Xinjiang Building Materials Industry Association organized carbide slag cement clinker production enterprises to communicate and coordinate with non-carbide slag cement clinker production enterprises, and the relevant enterprises signed the Framework Agreement on the Replacement of Carbide Slag Clinker in Wuchang Shitu Region from 2023 to 2024. The contents of the framework agreement are as follows:
In accordance with the requirements of the Notice, the cement clinker production enterprises in the Uchang Shitu area will be shut down for 212 days and opened for 154 days from 2023 to 2024. A total of 2.8 million tons of clinker were replaced by 8 carbide slag cement clinker production enterprises in Wuchang Shitu area, and kilns were opened throughout the year; Seven non-carbide slag cement enterprises replaced 2.8 million tons of clinker, and the annual average number of kiln opening days did not exceed 54 days . The specific time of kiln opening was reported by non-carbide slag cement enterprises to Xinjiang Building Materials Industry Association, which reported to the Office of Industry and Information Technology of the Autonomous Region for the record after review and summary. In the later stage, if the cement market demand changes and it is really necessary to dynamically adjust the clinker replacement amount of carbide slag cement clinker production enterprises and the number of kiln opening days of non-carbide slag cement clinker production enterprises, the relevant enterprises shall re-sign the framework agreement in accordance with the requirements of the Notice. After examination and verification by the Department of Industry and Information Technology of
the Autonomous Region, it is now announced that the public is welcome to supervise it.
