The court found that from 1999 to 2022, the defendant Wang Cheng served as deputy secretary of the Tianjia'an District Committee of Huainan City, head of the district government, member of the Standing Committee of the Huainan Municipal Committee, deputy mayor of the municipal government, deputy secretary of the Bengbu Municipal Committee and mayor of the municipal government. The convenience of the position of the secretary and chairman of the Party Committee of Conch Group, as well as the convenient conditions formed by the use of authority or status, seek benefits for others in the acquisition of company equity, the adjustment of project planning, the promotion of project construction, the issuance of underwriting bonds, etc., and illegally accept other people's property alone or with others. A total of 26.37380959 million yuan, of which 15.8375 million yuan was attempted. After the incident, Wang Cheng withdrew all the stolen money and goods. In addition, it was found that he abused his power in attracting investment, resulting in the loss of 17 million yuan of state-owned assets.
The court held that the defendant Wang Cheng, as a state functionary, took advantage of his position to seek benefits for others, or took advantage of the convenient conditions formed by his authority and status to seek illegitimate benefits for others through the acts of other state functionaries, and illegally accepted other people's property in a particularly huge amount, which constituted the crime of accepting bribes. As a staff member of a state organ, Wang Cheng abused his power in the work of attracting investment, causing heavy losses to state-owned assets, and the circumstances were particularly serious, which constituted the crime of abusing his power. Considering the facts, nature, degree of social harm and attitude of confession and repentance of Wang Cheng's crime, the court made the above judgment according to law. After the
sentence was pronounced, Wang Cheng said in court that he would not appeal.
