Guangdong Province, Provisions on the Development and Application of Bulk Cement and New Wall Materials in Guangdong Province, was adopted at the 22nd Standing Meeting of the 14th People's Government of Guangdong Province on November 30, 2023, and is hereby promulgated for implementation as of March 1, 2024. In order to strengthen the management of the development and application of bulk cement and new wall materials and promote the green development of building materials, Wang Weizhong,

the Development and Application of Bulk Cement and New Wall Materials on December 24

2023. To conserve resources and protect the environment, these Provisions are formulated in accordance with the Circular Economy Promotion Law of the People's Republic of China, the Energy Conservation Law of the People's Republic of China, the Construction Law of the People's Republic of China and other laws and regulations, and in light of the actual situation of the province. Article

2 These Provisions shall apply to the development and application of bulk cement and new wall materials and related supervision and management activities within the administrative areas of the province. The term "bulk cement" as mentioned in

these Provisions refers to cement that leaves the factory, is transported, stored and used directly through special equipment without using packaging bags. The term "new wall materials" as mentioned in

these Provisions refers to building materials products used for building walls, which conform to the national industrial policy and provincial industrial orientation, are produced with non-clay as the main raw material, and are conducive to saving resources, protecting the ecological environment and improving building functions. The development and application of bulk cement and new wall materials referred to in

these Provisions refer to the use of bulk cement as the main raw material to produce ready-mixed concrete, ready-mixed mortar and precast concrete components, the use of ready-mixed concrete, ready-mixed mortar and precast concrete components, and the use of non-clay as the main raw material to produce new wall materials. Application of new wall materials and other related activities. Article

3 People's governments at or above the county level shall strengthen the management of the development and application of bulk cement and new wall materials. The competent departments of housing construction in urban and rural areas of the people's governments at or above the

county level shall be responsible for the supervision and management of the development and application of bulk cement and new wall materials within their respective administrative areas. The administrative organs for the development and application of bulk cement and new wall materials

at all levels shall undertake specific work in accordance with their prescribed responsibilities, and their working funds shall be included in the financial budgets at the corresponding levels. The relevant departments of the people's governments at or above

the county level, such as development and reform, industry and information technology, natural resources, ecological environment, transportation, water conservancy, emergency management and market supervision, shall do a good job in the development and application of bulk cement and new wall materials in accordance with their respective responsibilities. Article

4 People's governments at or above the county level and their relevant departments shall support the development and application of bulk cement and new wall materials in terms of land use and industry, and implement relevant preferential policies on finance, taxation and finance. Article

5 The competent department of housing construction in urban and rural areas of the provincial people's government shall incorporate the contents of the development and application of bulk cement and new wall materials in the whole province into relevant plans. The competent departments of housing construction in urban and rural areas of the municipal people's governments at or above

the prefectural level shall, according to their needs, organize and compile relevant plans for the development and application of bulk cement and new wall materials in their respective administrative areas, and report them to the competent departments of housing construction in urban and rural areas of the provincial people's governments for the record. 6 The competent department of housing construction in urban and rural areas of the provincial people's government shall establish a provincial information platform for the development and application of bulk cement and new wall materials under the framework of the digital government, and strengthen the management of the industry. 7 The competent science and technology departments of the people's governments at or above the county level shall support universities, scientific research institutes and enterprises in innovative research and development of building materials such as ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials, as well as the popularization and application of technological achievements. Article

8 Supporting the development and application of bulk cement and new wall materials, relevant industry associations should strengthen industry self-discipline and credit construction, and provide members with information consultation, technology promotion, publicity and training services. Article

9 The competent departments of housing construction in urban and rural areas of the people's governments at or above the county level shall strengthen the supervision and management of the quality control system and green production of ready-mixed concrete and ready-mixed mortar production enterprises. The competent departments of housing construction in urban and rural areas of the people's governments at or above

the prefectural level and at the county level shall adopt information technology or other measures to collect and record information on the production address, raw materials, product quality, product delivery and reception of ready-mixed concrete and ready-mixed mortar production enterprises, and establish a quality traceability mechanism for the whole process from production to use. The competent departments of housing construction in urban and rural areas of the people's governments at or above the

county level shall strengthen the supervision and management of the entrance inspection and on-site construction of precast concrete components and new wall materials during the construction of construction projects. Article

10 The production enterprises of ready-mixed concrete, ready-mixed mortar, prefabricated concrete components and new wall materials shall establish and improve the quality control system, establish classified accounts for the quality inspection and use of raw materials and products, record the information of suppliers, origins, varieties and quantities of raw materials, and produce products in accordance with the requirements of standards. The production enterprises of precast

concrete components and new wall materials shall establish a product identification system. Construction units and construction units of

construction projects shall timely collect information on suppliers, varieties, quantities and dates of ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials purchased by them, and provide information in accordance with the requirements of relevant industry authorities. Article

11 Enterprises producing ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials shall carry out green production in accordance with the relevant provisions of the state and provinces. Article

12 For construction projects using ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials, the main body responsible for construction, design, construction, supervision and inspection shall bear corresponding responsibilities in accordance with the relevant provisions on quality management of construction projects. Article

13 Before the construction of a new, rebuilt or expanded ready-mixed concrete or ready-mixed mortar production project, information on the project address, production scale, main production equipment and management personnel shall be submitted to the competent housing and urban-rural construction department of the local people's government at the county level. Article

14 a ready-mixed concrete production enterprise shall obtain the professional contracting qualification certificate for ready-mixed concrete of a construction enterprise according to law, and engage in production activities within the scope of its qualification license and the address specified in the qualification certificate. Article

15 The competent departments of transportation, water conservancy and energy of the municipal people's governments at or above the prefectural level shall strengthen the management of temporary mixing stations in their respective industries, and shall be responsible for the supervision of their production, safety and environmental protection. Transportation, water conservancy, energy and other professional construction projects are

encouraged to use ready-mixed concrete provided by ready-mixed concrete production enterprises. Where a temporary mixing station is set up for a professional construction project, information on the location and scale of the temporary mixing station shall be submitted to the competent departments of transportation, water conservancy or energy of the municipal people's government at or above the prefecture level where the temporary mixing station is located in accordance with the industry. The temporary mixing station shall not supply ready-mixed concrete. The

temporary mixing station shall stop production after the completion of the specialized construction project, and dismantle it by itself within 6 months; if it fails to stop production or dismantle it by itself as required, the competent department of transportation, water conservancy or energy of the municipal people's government at or above the prefecture level shall order it to make corrections. The competent departments of transportation, water conservancy or energy of the municipal people's governments at

or above the prefecture level shall timely share with the competent departments of housing construction in urban and rural areas of the people's governments at the same level the information on the establishment, cessation of production and demolition of temporary mixing stations. Article

16 People's governments at all levels and relevant departments shall support the development of new wall materials with intrinsic safety, energy saving, environmental protection, light weight and high strength, promote the enclosure structure system suitable for assembled concrete structures and steel structures, vigorously develop new green wall materials, and support the transformation and upgrading of green production in enterprises. Article

17 The competent department of housing construction in urban and rural areas of the provincial people's government shall, in conjunction with the relevant departments, timely publish and adjust the production technology, technology and product catalogue for promoting the development and application of bulk cement and new wall materials in accordance with the national industrial policy and the actual situation of the province. Article

18 Supporting the production enterprises of ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials to apply for the certification of green building materials, promoting the application of green building materials, and optimizing the proportion of sampling inspection of green building materials. Article

19 Enterprises producing ready-mixed concrete, ready-mixed mortar, precast concrete components and new wall materials are encouraged to give priority to the use of machine-made sand and improve the utilization rate of machine-made sand. Article

20 Enterprises shall be supported to use non-toxic and harmless solid wastes to produce building materials such as ready-mixed concrete, ready-mixed mortar, prefabricated concrete components and new wall materials. Construction projects are

encouraged to use building materials produced by solid waste.Article

21 The competent department of housing construction in urban and rural areas of the provincial people's government shall promote the construction of a general system of prefabricated concrete components and fittings for prefabricated buildings. Article

22 People's governments at or above the county level and their relevant departments shall support the construction of integrated production bases for machine-made sand, ready-mixed concrete, ready-mixed mortar, prefabricated concrete components and assembled building parts. Article

23 Any staff member of the people's government at all levels and relevant departments who neglects his duty, abuses his power or engages in malpractices for personal gain in promoting the development and application of bulk cement and new wall materials shall be punished according to law; if a crime is constituted, he shall be investigated for criminal responsibility according to law. Article

24 In case of violation of Article 13 of these Provisions and failure to submit information as required, the competent department of housing construction in urban and rural areas of the people's government at or above the county level shall order it to make corrections; if it refuses to make corrections, it shall be criticized in a circular; if a production safety accident or a project quality accident occurs, it shall be investigated for responsibility according to law. Article

25 These Provisions shall come into force as of March 1, 2024. The Regulations on Promoting the Development and Application of Bulk Cement in Guangdong Province and the Regulations on the Development and Application of New Wall Materials in Guangdong Province shall be abolished at the same time.
