Jiangsu: Cement Industry Staggered Peak and Shut Down Kilns for 80 Days in 2024

There are 18 enterprises and 32 production lines involved in clinker production in Jiangsu Province, with an annual clinker production capacity of about 48 million tons.

Recently, Jiangsu Province Cement Industry Staggered Production Kiln Shutdown and Verification Plan for 2024 was released. The total number of kiln shutdown days in the whole year is 80 days, including 40 days of kiln shutdown during the Spring Festival (from January 1 to March 31) (including 20 days of kiln shutdown for each kiln from February 1 to February 29), 20 days of kiln shutdown during the high temperature season of plum rain (from June 1 to August 31), and 20 days of kiln shutdown during other periods. in the whole year is 80 days, including 40 days of kiln shutdown during the Spring Festival (from January 1 to March 31) (including 20 days of kiln shutdown for each kiln from February 1 to February 29), 20 days of kiln shutdown during the high temperature season of plum rain (from June 1 to August 31), and 20 days of kiln shutdown during other periods. Considering the integration of the Yangtze River Delta, combined with the actual shutdown of kilns and market changes in Zhejiang and Anhui regions, the self-discipline group discussed the overall dynamic adjustment. In principle, the verification work shall be carried out in the form of advance reporting by enterprises, follow-up verification by inspectors and timely statistics by statisticians in 2023. Production lines or enterprises that were identified by the state or provincial industry authorities in the

previous year and achieved ultra-low emissions, enterprises that were exempted from production restrictions for off-peak production in autumn and winter and emergency management and control of heavily polluted weather (corresponding documents from the identified departments are required), and enterprises that use cement kilns to co-dispose of municipal solid waste or industrial solid waste production lines. According to the requirements of the state and local governments and environmental protection departments for air pollution control, the total number of days and time of kiln shutdown can be adjusted according to the production and operation conditions.

During each period of shutdown, the days of shutdown caused by shutdown or production restriction compulsorily required by the government at or above the county level and the competent departments of environmental protection and other industries (according to the official documents and the actual implementation of the shutdown verification records) can be included in the total number of shutdown in the corresponding period.
