2024, the People's Government of Basu County issued the first public announcement of the environmental impact assessment of the comprehensive resource disposal project of Basu Conch Cement Co., Ltd.
According to the announcement, Basu Conch Cement intends to use the company's existing 2500t/d new dry process cement clinker production line to co-dispose of municipal solid waste (100t/d) and medical waste (HW01, HW02, HW03) in Basu County and surrounding counties. 600t/a), waste mineral oil and waste containing mineral oil (HW08, 1000t/a). The total investment of the project is 43.5 million yuan, and the construction time is expected to be one year.

Basu Conch Cement Co., Ltd. was established in April 2018, jointly funded by Anhui Conch Cement Co., Ltd., Changdu City and Basu County People's Government, covering an area of 327.5 mu, with a registered capital of 252 million yuan. Located in Xiba Village, Baima Town, Basu County, Changdu City, Tibet Autonomous Region, the company is a modern building material enterprise integrating the production and sales of cement and cement products. It has a new dry-process clinker cement production line with a capacity of 2500t/d and an annual cement production capacity of 1.1 million tons. Conch Group has the core technology of domestic waste incineration, hazardous waste and cement kiln co-disposal of solid waste, and has successfully implemented domestic waste incineration and cement kiln co-disposal of solid waste projects in Jinzhai, Yunnan Yanshan, Tongren, Guizhou and Fuping, Shaanxi, which has rich practical experience and won good social benefits. It can also realize the integrated service of project design, equipment, construction and operation management.
In order to improve the living environment of Changdu area and practice the concept of green development, give full play to the co-disposal advantages of Basu Conch Cement Co., Ltd. The existing 2500t/d new dry process cement clinker production line of the company is proposed to be used to co-dispose municipal domestic waste (100t/d), medical waste (HW01, HW02, HW03, 600t/a), waste mineral oil and mineral oil-containing waste (HW08, 1000t/a) in Basu County and its surrounding counties. Through the construction of the project of comprehensive utilization of solid waste as a resource, the harmless, resource and reduction disposal of domestic waste and hazardous waste can be realized, and the reuse of resources and the sustainable development of economy can be realized.
According to the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China and the Regulations on Environmental Protection Management of Construction Projects, environmental impact assessment should be carried out before the start of construction. Therefore, Basu Conch Cement Co., Ltd. entrusts Sichuan Zhongrong Shengtai Environmental Science and Technology Development Co., Ltd. to undertake the preparation of "Environmental Impact Report on Comprehensive Resource Disposal Project of Basu Conch Cement Co., Ltd.". In accordance with the relevant requirements of the Measures for Public Participation in Environmental Impact Assessment (Decree No.4 of the Ministry of Ecology and Environment), the relevant information on the environmental impact assessment of this project is publicized as follows and public opinions are sought.
(I) Construction Project Name and Overview

Project Location: Basu Conch Cement Co., Ltd., Xiba Village, Baima Town, Basu County, Changdu City, Tibet Autonomous Region The existing plant area
of the company covers an area of 10 mu, which is located within the existing plant area of Basu Conch Cement Co., Ltd. Construction Content and Scale of
the Project: The existing 2500t/d cement clinker production line of Basu Conch Cement Co., Ltd. will be used to co-dispose of municipal solid waste and hazardous waste (medical waste and waste grease). Of which, 33000t/a is municipal solid waste, 600t/a is medical waste and 1000t/a is waste oil.
Process scheme: domestic waste and hazardous waste are incinerated after pretreatment, and the incinerator is a new dry-process cement kiln of Basu Conch Cement Co., Ltd. Among them, the municipal solid waste is delivered to the kiln end decomposition furnace by the belt, the hazardous waste such as waste engine oil and waste lubricating oil is injected into the kiln end decomposition furnace, and the small package medical waste is injected into the kiln end smoke chamber.
Project Investment: The total investment for the project is planned to be 43.5 million RMB yuan. Number of
employees and working system: The labor quota of this project is increased by 5 people, working 8 hours a day, and the working days are the same as the existing cement production line, that is, 330 days.
Construction Progress: The construction time is expected to be one year.
(II) Basic information of the project and pollution control measures
Measures to be taken to control waste gas pollutants: After the waste enters the cement kiln, the organic matter is completely decomposed, and the incineration residue is completely solidified in the cement clinker. The waste gas from the incineration process enters the waste gas treatment system of the cement kiln together with the waste gas from the burning of cement clinker. Cement kiln inlet waste gas treatment system is the largest dust emission source due to its large amount of waste gas and high dust concentration. "Low nitrogen burner + staged combustion + SNCR + bag filter" is adopted to control the emission of dust and nitrogen oxides. The dust concentration of waste gas after dust collection is less than 10 mg/m3 . Treatment measures to be taken for
wastewater pollutants: The sewage of the project is mainly generated from the disposal of domestic garbage. Closed equipment is used for garbage collection and transportation to prevent sewage from escaping, and the amount of garbage and sewage produced by the garbage transfer station is very small. As the organic matter is the main component, it is not heat-resistant. By using this characteristic, a closed pump is used to spray the sewage into the cement kiln for evaporation and oxidation treatment, which completely decomposes the organic components and realizes harmlessness. In order to prevent the sewage generated in the process of garbage pretreatment and storage from infiltrating into the ground and polluting the underground water body, the ground of the garbage pretreatment workshop is subject to anti-seepage treatment.
In this project, except for the sewage in the garbage pit, most of the remaining drainage is from the circulating water system, mainly cooling water, which has no other pollution and harmful chemical components except for the rise of water temperature and turbidity, and all of them enter the production wastewater treatment station in the plant area for treatment. The treatment process is "regulating tank + anoxic biochemical tank + aerobic biochemical tank + sedimentation tank + disinfection tank". The designed treatment capacity is 700m ³/d. After treatment, all production wastewater is reused for production, road dust reduction and plant greening, and is not discharged.
The domestic wastewater is discharged into the domestic sewage treatment station in the plant area for treatment. The treatment process is "regulating tank + air flotation device + anoxic tank + aerobic tank + sedimentation tank + secondary sedimentation tank + filtration + intermediate water tank + filtration + clean water tank", and the designed treatment capacity is 240m ³/d. After treatment, all domestic sewage will be reused for dust reduction and greening in the plant area, and will not be discharged.
Noise control: The project selects low-noise equipment, takes measures of foundation shock absorption, noise reduction and sound insulation, and reduces the impact of noise on the acoustic environment at the plant boundary after distance attenuation. The plant boundary can meet the Class II standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).
