Liaoning release! Cement peak shifting and kiln shutdown for 151 days in 2024

Liaoning Provincial Office of Industry and Information Technology issued a work plan for ecological environment protection in 2024, requiring cement enterprises to normalize peak staggering production and shut down kilns for 150 days. The specific time is 15 days from January to March, April, June and August, and December 1-31. Under special circumstances, the kiln shall be shut down on March 16-31 or November 1-31.

Recently, the Liaoning Provincial Department of Industry and Information Technology issued the Notice on the Issuance of the Work Plan for Eco-environmental Protection of the Provincial Department of Industry and Information Technology in 2024.

The notice shows that for the normal peak staggering production of cement, the target of the work is to stop the kiln for 150 days.

Work measures: implement the Supplementary Notice of the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment on Adjusting the Normalized Peak-Staggered Production Plan of Cement Clinker Enterprises in the Province in the Second Half of 2023 and 2024, and urge the municipalities to organize local cement clinker enterprises to carry out peak-staggered production.

It is understood that in August 2023, the Department of Ecology and Environment of Liaoning Provincial Department of Industry and Information Technology issued the "Supplementary Notice on Adjusting the Normalized Peak-Staggering Production Plan of Cement Clinker Enterprises in the Province in the Second Half of 2023 and 2024", which mentioned that the peak-staggering kiln shutdown time in 2024 was determined as January 1-March 15. April, June and August are 15 days each, December 1-31.

If the enterprise is unable to shut down the kiln in April, June and August due to special circumstances, the kiln must be shut down from March 16 to 31 and from November 1 to 31. Kiln shutdown in other periods shall not be included in the normal off-peak shutdown time, nor shall it be replaced with the periods in the above two shutdown plans.
