Henan Huanshan Environmental Protection Technology Co., Ltd. with a daily output of 5500 tons and co-disposal of 100000 tons of waste power generation fly ash, with a total investment of 1 billion yuan, was built in September 2022 and completed in October 2023. Upgrading from single-line production scale is also conducive to energy saving and consumption reduction. The next step is to use (local) alternative fuels, which also has great prospects for carbon reduction. Whether the
project can be admitted or not, the standard conditions of the cement industry shall be implemented. According to the standard conditions, the construction of cement clinker projects must adhere to the equivalent or reduced replacement to curb the growth of cement clinker production capacity. Specifically, it is to implement the Implementation Measures for Capacity Replacement of Cement Glass Industry issued by the Ministry of Industry and Information Technology. If in the process of implementation, the parties have different opinions on some provisions of the Implementation Measures, they should be interpreted and unified by the bodies that formulate the Measures. Enterprises should not only "take the blame". In the early stage of the
project, according to the understanding and requirements of the capacity replacement method of the Ministry of Industry and Information Technology, the county, city and province submitted for approval the capacity replacement scheme of the new dry process cement clinker production line of Henan Huanshan Environmental Protection Technology Co., Ltd. with a daily output of 5500 tons and a co-disposal of 100000 tons of fly ash from garbage power generation. If we say that in the early stage of work, the competent authorities have announced the abolition of the capacity replacement plan for the project, that is, not to approve access, although it has an impact, but not too much. But if the project is completed, and then go back to abolish the capacity replacement plan, and do not negotiate with investors after the abolition of the disposal plan, the project suddenly becomes a non-compliant project, so the project can not be accepted, can not handle production permits, in a word, the project is hanging. Obviously, such a business environment has to make investors suspicious.
Henan Province implements the fifteenth item of the rectification task list of the third round of the Central Eco-environmental Protection Supervision Report, which requires Xinxiang City to abolish the capacity replacement documents issued by Huixian City and Weihui City in violation of regulations. Strengthen daily supervision and eliminate overcapacity production. This requires the competent department to instruct the design unit to explain the production scale, and if it is a batch of small and large construction, it should be handled according to the requirements of cement industry capacity management. If the design unit has a certain production capacity margin due to the disposal of fly ash in the production line, the enterprise shall make a commitment to produce according to the registered production capacity without disposal of fly ash. Moreover, the annual clinker production line list will increase the annual output content, which will facilitate the effective supervision of the society.
The Central Economic Work Conference pointed out that we should grasp the policy orientation, stress the timing and strength, and ensure that all work can be carried out as early as possible and firmly, so as to ensure sufficient strength. In view of the bottleneck constraints of industrial transformation and upgrading, we should promote the smooth continuation and transformation of new and old kinetic energy.
